SUMMARY
The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation.DHS is an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails.Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 800,000 unique patients each year, employs over 22,000 staff, and has an annual operating budget of 5 billion.
Housing for Health (HFH) is a program office within Health Services Administration, a division in the DHS.HFH was created in 2013 to address the unique needs and challenges faced by vulnerable people experiencing homelessness to provide flexible funding to community-based organizations.HFH's Housing and Services team works in partnership with contracted agencies to permanently house people and provide non-time limited services in housing.As such, HFH is a key player and supports many of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County's effort to address and combat homelessness in the communities residing within Los Angeles County. "
The Staff Analyst in the Housing and Services unit serves as a team lead and has experience and knowledge in supportive housing, programs and services tailored to people experiencing homelessness, is able to provide technical assistance/training and is flexible and adaptable to changes that may be needed to meet the needs of people experiencing homelessness.This position is responsible for planning, directing, implementing, and monitoring Countywide Intensive Case Management Services supportive housing projects and homeless initiatives for clients who have complex health and/or behavioral health conditions, high utilizers of public services, and other vulnerable populations.
The Staff Analyst may be assigned to one of the following areas within the Housing and Services Team: 1) Referral, Access, Data/ Housing Navigation: 2) Tenancy and Support Services; 3) Housing Retention; or 4) Performance Improvement.
ESSENTIAL FUNCTIONS
  • Provides technical assistance and training to project partners and develops, recommends, and implements program modifications.
  • Assists in developing policies and procedures, setting programmatic benchmarks, collecting and analyzing process and outcomes data, and monitoring quality of services.
  • Provides regular programmatic updates to oversight committees, other participating departments, partner agencies, contracted service providers, and stakeholder groups.
  • Assists in the design and implementation and day-to-day operations of projects, and prepares project reports including service utilization, performance data, and program outcomes.
  • Conducts contract monitoring activities including annual administrative and programmatic file reviews.
  • Assists in coordination and collaboration with all project partners (e.g., participating departments, partner agencies, contracted service providers, stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.
  • Assists in evaluating the overall success of assigned projects and reports findings to project partners and stakeholders.
  • Monitors data quality and completeness, and implements data improvement procedures, as needed.
  • Assists with requests for approvals for tenancy support services.
  • Other duties as assigned.
JOB QUALIFICATIONS
  1. Referral Access, and Data/Housing Navigation Team
The RAD (Referral, Access, and Data) and Housing Navigation team works with several data systems utilized across DHS and the homeless system of care, e.g., CHAMP, ORCHID, Clarity, and Resource Management System to ensure the tracking and assistance of all new referrals into the Housing For Health Program.The ideal candidate will possess:
One (1) year of highly responsible administrative or staff experience (A) working in a program that provides housing and support services to clients who are experiencing homelessness or are at risk for homelessness; - OR - (B) Making recommendations for the design and/or implementation of programs to combat homelessness. Desired skills include, strong data analysis, problem solving, various data systems and how they interact, deep knowledge of the Coordinated Entry System, matching to resources, and relationship management skills with a desire to work in a fast-paced mission driven environment.
  1. Tenancy Support Services Team
The Tenancy Support Services Team manages all aspects of the HFH's Property Management and Related Tenant Services (PRTS) agreement which operationalizes the Flexible Housing Subsidy Pool (FHSP) Program. The TSS team also manages a project-based housing pipeline and is involved in PSH leasing activities, housing navigation and retention services, as well as housing acquisition and landlord management. The ideal candidate will possess:
One (1) year highly responsible and complex administrative experience working in (A) a program that provides housing and support services to clients who are experiencing homelessness or are at risk for homelessness; - OR - (B) making recommendations for the design and/or implementation of programs to combat homelessness.Desired skills include, knowledge of permanent supportive housing development, how PSH is funded in LA County, how to track units, relationship management skills with a desire to work in a fast-paced mission driven environment.
  1. Housing Retention Team
The Housing Retention Team provides technical assistance and program management to a portfolio of contracted agencies that provide intensive case management services and supportive services to clients who have complex health and/or behavioral health conditions, high utilizers of public services, and other vulnerable populations.The ideal candidate will possess:
One (1) year highly responsible and complex administrative experience working in (A) a program that provides housing and support services to clients who are homeless or are at risk for homelessness; - OR - (B) Making recommendations for the design and/or implementation of programs to combat homelessness.Desired skills include, direct service experience, experience managing publicly funded contracts, experience working with public funders, being helpful to contracted agencies and to coworkers, knowledge of contract management, data analysis, providing TA to contracted providers, training skills and attention to detail. This is a fast-paced environment that requires flexibility and strong relationship management skills.
  1. Performance Improvement Team
The Performance Improvement (PI) Team is responsible for data monitoring, quality assurance, fiscal management, and technical assistance provision for improved documentation. Key activities under the PI Team include but are not limited to: screening Medi-Cal eligibility, tracking contractor documentation, analyzing data sets, developing job aids, facilitating documentation trainings, data reconciliation projects, processing invoices, managing expenditures, developing data reports, issuing notices, and joining meetings as subject matter experts. The ideal candidate will possess:
One (1) year of highly responsible and complex administrative experience working in (A) a program that provides housing and support services to clients who are experiencing homeless or are at risk for homelessness; - OR - (B) extensive knowledge of Microsoft Excel, data analysis, and data reporting to manage the design and/or implementation of programs to combat homelessness. Highly desired skills include: three (3) or more years of Microsoft Excel expertise, comfort working with large data sets, data analysis, problem solving, time management, ability to work collaboratively with others, and preparedness to remain flexible and produce in a fast paced work environment.
Additional Education/Experience
  • A Bachelor's* degree or higher from an accredited** college or university in Public Health, Public Administration, Business Administration, Social Work, Community Development, Data Science, or a closely related field.
Certificates/Licenses/Clearances
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan process with the County of Los Angeles.

  • Proficiency in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Skype, Outlook, etc.
