PROGRAM SUMMARY

The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. DHS cares for about 800,000 unique patients each year, employs over 22,000 staff, and has an annual operating budget of $6 billion.

Housing for Health (HFH) is a program office within Health Services Administration, a division in the DHS. HFH was created in 2013 to address the unique needs and challenges faced by vulnerable people experiencing homelessness to provide flexible funding to community-based organizations. HFH’s Housing and Services team works in partnership with contracted agencies to permanently house people and provide non-time limited services in housing. As such, HFH is a key player and supports many of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County’s effort to address and combat homelessness in the communities residing within Los Angeles County. 

The County-wide Benefits Entitlement Services Team (CBEST) is a program under DHS’ HFH and provides targeted benefit advocacy services to assist individuals, who are homeless or at risk of being homeless (e.g., individuals, families, children, Veterans, etc.) who have complex health and/or behavior health conditions, high utilizers of public services (e.g., Los Angeles County Departments of Mental Health, Public Social Services, Children and Family Services, Military and Veteran Affairs, Sheriff; Los Angeles Homeless Services Authority (LAHSA), in obtaining sustainable income through government programs such as Supplemental Security Income (SSI), or Social Security Disability Insurance (SSDI), Cash Assistance Program for Immigrants (CAPI), and/or Veteran Disability benefits. 

POSITION OVERVIEW

  • The Senior Staff Analyst position (also referred to as “position”) will manage, oversee, and directly supervise CBEST’s Assessment and Appeals Team (also referred to as “team”), and may take on special projects across CBEST. The team is comprised of two (2) core sub-teams, each consisting of one (1) mid-level supervisor and a range of administrative support staff. Such sub-teams are responsible for assisting and navigating CBEST client referrals through the various CBEST Program steps associated with reviewing eligibility, enrolling, facilitating linkage to resources, and providing appeals-level support on behalf of CBEST clients applying for federal government benefit entitlement programs such as Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Cash Assistance Program for Immigrants, and/or Veteran benefits. The position is a part of the HFH/CBEST management team and will report to CBEST/HFH executive leadership personnel (also referred to as “HFH personnel”). The position will require occasional travel to all eight Los Angeles County Service Planning Areas to meet with and engage service providers, community-based organizations, stakeholders and partners, and other healthcare, mental health, public social services, etc. leaders/staff, attend various meetings with HFH personnel and/or HFH community/contracted agencies, and/or attend/participate (or present, speak, etc.) at off-site HFH related meetings, conferences, etc. as applicable. HFH observes a hybrid work environment. In person time in the office at a minimum of one day per week will be expected for this position. The successful candidate will promote interdisciplinary collaboration, will foster teamwork and has excellent boundaries and interpersonal skills.

Core functions of the position will oversee and manage the following two (2) sub-team areas:

Centralized Assessment

This team will be responsible for reviewing all CBEST client referrals within the applicable CBEST databases and assessing client eligibility and enrollment into the CBEST Program accordingly. Additionally, this team is responsible for identifying the appropriate step, within the CBEST Program, each client should be placed at, as well as issuing care plans to contractor agencies, assuring such clients are referred to appropriate service providers and that applicable follow-up and CBEST databases are updated accordingly. Finally, this team engages in programmatic contract management across the eight Benefits Advocacy Services (BAS) agencies under contract with CBEST.

Reconsiderations & Appeals

This team is responsible for carrying out all referrals for CBEST clients requiring disability benefits reconsideration and appeals services. This team will be responsible for maintaining regular communication with the CBEST legal services providers as well as CBEST leadership; collecting, reviewing, analyzing, and summarizing data from the legal services providers and/or CBEST databases; identifying and implementing process improvement efforts in collaboration with CBEST leadership.

Additionally, specific duties of the position include, but are not limited to the following:

  • Directs the planning, development, and implementation of CBEST’s Assessment and Appeals Team; directs a team of mid-level supervisory staff and/or administrative staff accordingly.
  • Formulates, develops, communicates, and oversees the execution of project/program policies/procedures, goals, and directives; develops project management plans; directs the development of scopes of work; directs and ensures the completion of applicable reports, tasks, goals, etc.;
  • Develops and facilitates presentations, both formal and informal, to internal and external stakeholders;
  • Coordinates services, as applicable, with other County departments including Department of Mental Health (DMH), Department of Public Social Services (DPSS), Office of Immigration Affairs (OIA); contracted service providers; coordinated entry systems; health and mental health, and substance use disorder service providers, SSA, California Department of Social Services Disability Determination Services; and other partners and stakeholders.
  • Providers leadership to work groups and projects; provides on-going technical assistance on complex issues to staff, partners, contracted service providers as applicable; directs the analysis of problems and identification of solutions; directs project modifications as needed to achieve project goals and deliverables.
  • Supervises staff; directs staff hiring, orientation, training, work assignments and performance monitoring.

Desirable Job Qualifications

  • Experience in overseeing a team engaged in providing assistance to vulnerable populations, e.g., people who are experiencing homelessness or at risk of being homeless, in obtaining sustainable income through government benefit entitlement programs such as Supplemental Security Income (SSI), or Social Security Disability Insurance (SSDI), Cash Assistance Program for Immigrants (CAPI), Veteran Disability benefits, General Relief, CalWorks, etc.
  • Experience in the direct supervision of staff engaged in assisting and navigating clients through the local, state, and/or federal government entitlement programs, which includes such direct supervisory duties as assigning work to staff; reviewing, correcting and approving staff work; developing and issuing staff work plans and performance evaluations; staff development (e.g., training, coaching, performance monitoring, etc.); reviewing/approving requests for time-off/timesheets.
  • Experience in staff/candidate selection process, e.g., making recommendations to hire staff, developing duty statements, developing interview questions, reviewing employment applications, etc.
  • Experience in navigating complex and/or political relationships with internal and external partners; resolving program-level concerns in coordination with contracted providers; ensuring that service provision is aligned across multiple contractors working on a contract; communicating programmatic updates to contracted providers and developing applicable training; and providing technical assistance to contractors.
  • Promotes interdisciplinary collaboration, fosters teamwork; has excellent boundaries and interpersonal skills.

Education/Experience

A Bachelor’s degree or higher from an accredited college or university in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Journalism, Biostatistics, Epidemiology, Social Work, Community Development, Criminal Justice, or a closely related field –AND- One (1) year of highly responsible and complex experience or (A) Analyzing and making recommendations that address issues such as planning, program development, project management, budget development, and program evaluation of health and human services for low-income vulnerable populations –OR- (B) Researching, studying and making recommendations to support health or social service programs or policy.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related functions.
  • Successful clearance of a live scan process with the County of Los Angeles.
