Department Information:
This position is located within the Office of the Chief Court Administrator, Administrative Services Division, Staff Services Section, Statistics Unit, located in the First Circuit. This office is responsible for the identification, extraction, and processing of data into formats that support the business needs of the Judiciary and First Circuit. The data comes from the Judiciary's custom and custom-off-the-shelf applications used for the Judiciary's unique business needs and administrative functions, including measuring performance to assist in the identification and implementation of best practices, providing forecasts for strategic decision making, and providing processed data to external government agencies, media groups, and researchers to monitor and review the Judiciary's activities.This position provides overall direction and management of the research and statistics program within the First Circuit. For Family Court, the position coordinates the gathering of statistical data statewide, and provides training concerning the statistical system statewide. This position performs highly complex research and statistical analysis on various phases of court operations. The work is a mix of research, statistical analysis, business analysis, and data processing. The position works closely with customers, business analysts and IT specialists and is expected to manage and execute large research projects with significant independence. The position exercises significant judgment to research, analyze, and process data into clear and effective formats for customers to understand the information and its statistical significance. The position utilizes data mapping tools, extraction and transformation tools, report builders, statistical analysis and presentation tools, databases, data warehouses, web servers and file servers. The position serves as a technical expert and plays a significant role in planning and leading projects, as well as creating policies and procedures.Education Requirement:
A bachelor’s degree from an accredited college or university which included three (3) semester hours in statistics and fifteen (15) additional semester hours in an appropriate field; e.g., the physical or biological sciences, agriculture, medicine, education or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, sociology, political science, public administration, business administration, psychology, etc.
Progressively responsible administrative, professional, or analytical work experience that included: 1) sampling, 2) collecting, computing, and analyzing statistical data, 3) applying statistical methods to data collection or processing or establishing and operating data collection systems; 4) applying known statistical techniques to data such as measures of central tendency, dispersion, sampling error, simple and multiple correlation, analysis of variance and tests of significance may be substituted for the degree requirements on a year-for-year basis.
The education and experience background must also demonstrate the ability to write clear and comprehensive reports and documents; read and interpret complex written material and solve complex problems logically and systematically.
Examples of non-qualifying work include: statistical clerical work; statistical drafting; work requiring the calculation of totals, averages, percentages or other arithmetic summations; work involving the preparation of simple tables or charts; work requiring the verification of data by simple comparison or proofreading.
Specialized Experience:
Three and one-half (3-1/2) years of professional work experience conducting research and/or statistical studies which included applying statistical theory and research methods to all phases of research, including designing and implementing studies, collecting data, statistically analyzing and visualizing data, and writing reports.
At least one (1) year must be comparable to the next lower level in state or county government. In addition, the experience must have also demonstrated the ability to plan and coordinate statistical survey activities of considerable difficulty, breadth and complexity.
Substitution of Graduate Study for Experience:
(1) Bachelor’s degree in data science or a closely related field from an accredited college or university may be substituted for all of the experience required for the Research Statistician II level.
(2) Successful completion of one (1) full year (30 semester hours or 45 quarter hours) of graduate study from an accredited college or university which included at least one (1) graduate course in research methods and techniques or in advance statistics may be substituted for all of the experience required for the Research Statistician III level.
(3) Master’s degree in research-focused graduate program/department from an accredited college or university may be substituted for all of the experience required for the Research Statistician IV level.
(4) PhD degree, including the thesis, in statistics or in any of the appropriate subject matter fields including but not limited to biology, economics, criminology, and psychology, from an accredited college or university may be substituted for all of the experience for the Research Statistician V level.
Supervisory Aptitude:
For the Research Statistician V level, the applicant must demonstrate the possession of supervisory aptitude.
