Under broad supervision, the Sr Program Manager of Worker and Community Protections will be responsible for leading the data management efforts for departmental programs and services and establishing systems to track goals using various internal datasets. This role will work closely with the Assistant Director of Worker and Community Protections and the Sr. Program Manager of Budget and Performance to ensure best practices and processes for collecting key performance measurements department wide.

The Sr. Program Manager of Worker and Community Protections must possess working knowledge of database creation, tracking, and reporting, as well as effective communication, collaboration, and time management skills.

Duties & Responsibilities:

  • Project Management: Develops tracking tools for managing the Worker and Community Protection team's workload, project assignment, and project time allocation required for federal reimbursements. This includes reviewing Monday.com timesheets for accuracy, resolving discrepancies, preparing invoices, and providing supporting documentation to CSD.

  • Data Management: Provides support in designing and implementing management dashboards that release key performance indicators on a weekly, monthly, quarterly, and annual basis; streamlines compliance review through the creation of Excel templates and Access databases used by respective teams.

  • Compliance and Improvement: Monitors and maintains the data integrity of applications used in Compliance Monitoring of Projects and presents findings to department leadership with recommendations for improvement.

  • Collaboration: Works closely with the County Auditor's Office to ensure all necessary information Is provided for timely grant reimbursement; partners with the Sr. Program Manager of Budget and Performance to review key performance indicators to ensure metrics are met and manage a robust set of quality assurance practices that comply with local, state, and federal regulations.

  • IT Support: Troubleshoots and provides end-user support for databases within the Inclusive Procurement division.

  • Reporting: Creates reports, charts, and presentations to visually represent key performance indicators (KPIs) for internal and external audiences, including Commissioners Court and department leadership.

  • SOPs: Creates Standard Operating Procedures (SOPs) and provides ongoing training for updates and process changes.

  • Vendor Management: Manages relationships with the Worker and Community Protections team contracted vendors, which includes preparing cost estimates and staff analysis for MOUs/ILAs, reviewing compliance with contract agreements, course-correcting, and partnering with vendors to provide additional training to internal teams.

Education and Experience:

  • Bachelor's Degree in a related field and five (5) years of direct experience in designing, tracking, and managing databases with large amounts of data.

OR

  • Associate's Degree in a related field and seven (7) years of direct experience in designing, tracking, and managing databases with large amounts of data.

OR

  • High School Diploma/ GED and nine (9) years of direct experience in designing, tracking, and managing databases with large amounts of data.

Knowledge, Skills, and Abilities:

  • Knowledge of database creation, tracking, and reporting.

  • Familiarity with Monday.com, Workspaces, and LCPTracker data reports.

  • Comprehension and dedication to promoting equity across the department and its programs and services.

  • Skilled at working collaboratively with a commitment to serving the public.

  • Excellent verbal and written communication skills.

  • Proficiency in Microsoft Excel and Access programs.

  • Possess a self-starter mentality and can take initiative.

  • Excellent presentation and meeting management abilities.

  • Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, and fairness in the execution of their responsibilities.

  • Ability to operate within a program start-up environment and handle associated ambiguity.

Position Type and Typical Hours of Work:

  • This is a full-time position with the typical work hours of Monday - Friday from 8:00 AM to 5:00 PM.

  • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Work Environment and Physical Demands:

  • This role may be eligible for remote work from within the greater Harris County region in compliance with the Harris County Telework Policy.

  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.

  • The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.

  • The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
