Through its core values of innovation, engagement, and health equity, HCPH strives to bring meaningful solutions to public health issues while keeping Harris County healthy and vibrant.Position Overview:Under the supervision of the Executive Director of Harris County Public Health (HCPH), the incumbent will provide programmatic oversight, fiscal oversight, personnel management, and supervision for the Public Health Preparedness & Response Division (PHPRD). The Director will be responsible for leading comprehensive departmental public health emergency planning and response efforts through the full cycle of emergency. This position also serves as the HCPH Emergency Management Coordinator.Duties & Responsibilities:
  • Directs PHPRD program activities: oversees the development and implementation of all-hazards public health preparedness planning and response activities. Works with a variety of HCPH programs and employees, and a number of local, state, federal, and non-governmental partners. Serves as the emergency management subject matter expert to deliver on PHPRD program objectives.
  • Oversees budget preparation and provides fiscal oversight for both general funds and grant funds to ensure timely, cost-effective and efficient expenditure of funds. Responsible for leading fund development by seeking additional sources of funding to enhance divisional activities.
  • Works collaboratively as a key member of the Executive Leadership team. Actively participates in department-wide activities.
  • Assigned to a variety of posts in Incident/Unified Command structure as appropriate to event (e.g. field response sites, HCPH Department Operations Center, HCPH liaison at Harris County Emergency, etc.).
  • Performs trainings and presentations on public health preparedness and response to various audiences, including medical and other health professionals, educators, and the general public.
  • Responds to media inquiries and requests for interviews relevant to public health preparedness in accordance with HCPH policies.
  • Analyzes relevant policy information to ensure the development of the Integrated Preparedness Plan and that the implementation of strategic goals meets national and state requirements.

Education:
  • Bachelor’s Degree or higher degree related to emergency management, public health, healthcare or related field from an accredited college or university is preferred.
Experience:
  • At least ten (10) years experience in emergency response, emergency operations, or emergency management
  • At least five (5) years experience within either a safety, health, environmental, fire, security and/or risk management related field
  • At least three (3) years of emergency planning experience
  • At least five (5) years of supervisory experience
Knowledge, Skills and Abilities:
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook).
  • Excellent communication skills (verbal & written).
  • Ability to maintain confidentiality when dealing with sensitive information.
  • Ability to establish and maintain effective working relationships with all levels of the agency and county personnel, community partners and the general public.
  • Ability to perform in fast-paced urgent/emergent environments.
  • Must have a keen ability to rapidly adapt and adjust to changing conditions, new information, and new developments.

Position Type and Typical Hours of Work:
  • This is a Regular | Full-Time position.
  • Days and hours of work are typically Monday through Friday, from 8:00 am to 5:00 pm.
  • Other days and hours as necessary.
  • Position requires periodic overnight travel, overtime during emergencies/disasters, and being on-call 24 hours a day.
Work Environment:
  • This role is situated within an indoor office setting with exposure to outdoor setting, implying that a significant portion of the tasks and responsibilities will take place outside of traditional indoor office spaces. This position operates in both outdoors and standard office environment settings with standard equipment such as computers, fax machines, scanners, phones, and photocopiers.
Physical Demands:
  • Duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time. May require long hours during stressful emergency situations.
