Position Overview:The Deputy Director will be responsible for developing and implementing the electric vehicle strategy for Harris County and overseeing the implementation of initiatives to promote the transition to electric transportation. This position will oversee the charging needs by ensuring the EV charging infrastructure is optimized to fulfill those needs. Additionally, the deputy director must be up to date on industry trends, regulations, and technological advancements to provide accurate and current information. The role will collaborate with Harris County departments and with the Office of County Administration (OCA) internal and external Stakeholders to develop the County's commitment to sustainability practices and the adoption of electric vehicles (EVs).Job Duties:Leads the planning, designing, and implementation of the electric vehicle sustainability program and tracks policy development.Provides direction, management, and supervision of fleet sustainability initiatives.Establishes relationships with county precincts and departments.Implementing technology and procedures within the Conservation business line to best serve client and customer needs and optimize work processes.Liaises with the state, county, and federal regulatory agencies, interest groups, media, consultants, and other coalitions to help develop policies, coordinate work, exchange information, and represent members and the coalition in public and private forums.In partnership with the Grant Writer, pursue federal and state grants that specifically cater to EV acquisition and EV charging infrastructure projects.Evaluate applicability and implications of various federal, state, and local laws and other regulatory or policy activities on the coalitions current operations and future activities.Monitor legislative and regulatory developments related to sustainability and EVs.Track EV and electric vehicle supply equipment (EVSE) policies and impact on Countywide and Fleet electrification efforts.Collect and analyze data on energy consumption, greenhouse gas emissions, and EV usage to track progress towards sustainability goals.Prepare reports with key findings and any provide recommendations to Upper Management and Executive level staff.Management may, at its discretion, assign, or reassign duties and responsibilities to this job at any time.Harris County is an Equal Opportunity Employerhttps://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspxIf you need special services or accommodations, please call (713) 274-5445 or email ADACoordinator@bmd.hctx.net .This position is subject to a criminal history check. Excellent oral and written communication skills.Demonstrated success managing multiple priorities and projects.Demonstrated success negotiating agreements with other governments or businesses.Strong organizational skills and ability to work collaboratively.Experience building relationships and working collaboratively with a range of policy and technical teams.Comfortable presenting complex topics to executive-level staff and senior leadership.Applicants for this position will be subject to a criminal background check that includes being fingerprinted.
