Harris County is Hiring an Analyst, Language Access Near Houston, TX

Under the general supervision of the Office of County Administration (OCA)- Research and Analysis Division (RAD) Director and Language Access Program Manager, the Language Access Analyst will perform a variety of research and analytical functions in support of the Language Access Program. Individuals in this role will collect and manage data and information to determine the needs of and services offered to Harris County Limited English Proficiency (LEP) residents, support the development of a county-wide language access plan, write reports, and prepare presentations, as needed.The Language Access Analyst is expected to possess excellent communication skills to support the development of the county-wide language access plan, articulate findings through well-written reports and presentations, demonstrate high attention to detail, and critical and analytical thinking to collaborate effectively within the team. 

Duties and Responsibilities:

  • Data Analysis and Reporting: Gathers, analyzes, and validates information and data from various sources on Harris County limited English proficient (LEP) demographics, county-wide LEP programs and activities usage, and identifies existing language access services, resources, and gaps, and prepares comprehensive written reports, presentations, and data visualizations.

  • Language Access Planning: Utilizes the language access needs assessment and other resources to develop a comprehensive county-wide Language Access Plan for implementation and establishes a strategy for prioritizing and utilizing existing resources for 16 OCA departments.
  • Communication and Quality Assurance: Drafts and prepares briefings, memos, and reports outlining research findings and progress for various county and non-county audiences. Ensures the integrity of the information the Office collects and provides support for quality control measures.
  • Engagement and Collaboration: Establishes working relationships with community organizations and stakeholders to obtain information on access to services by OCA departments. This includes engaging with staff from county departments and representatives from other governmental jurisdictions and agencies, as appropriate.
  • Leadership Support: Provides support to the Language Access Program Manager as required to ensure the smooth operation and success of the program.

Education and Experience:

  • Bachelor's degree in Public Policy, Public Administration, Political Science, Social Science, Economics, Business Administration, or related field from an accredited four-year college.
  • Three (3) years of full-time employment experience in language access services, policy analysis, legislative affairs, economics, public affairs, research science, management consulting, or a related field.

Knowledge, Skills, and Abilities:

  • Knowledge of effective strategies to collect data from internal and external stakeholders.
  • Demonstrated ability to communicate effectively in both oral and written formats.
  • Demonstrated time and project management skills.
  • Detail-oriented with experience gathering and reporting on both quantitative and qualitative data. Uses knowledge, facts, and data to effectively evaluate policies and develop alternatives.
  • Strong computer skills, including proficiency in Microsoft Office applications.
  • Experience synthesizing and summarizing large amounts of information.
  • Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, confidentiality, and fairness in the execution.
  • Ability to work with various stakeholders, community leaders, and other relevant partners.
  • Ability to work overtime and/or varying duty hours as deemed necessary.
  • Ability to work professionally and collegially within a creative, fast-paced culture that emphasizes excellence and teamwork.

  • Experience in language access or working with individuals and/or groups where English is a second language is a plus.

Position Type and Typical Hours of Work:

  • Grant-funded Full-time | Two (2) years - Subject to end in 2026 

  • Monday – Friday | 8:00 A.M. to 5:00 P.M. 

    • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Salary:

  • Depends on Qualifications

  • Based on 26 Pay Periods

Work Environment and Physical Demands:

  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
