POSITION SUMMARY

POSITION SUMMARY:
An employee in this position performs limited supervisory and unskilled to semi-skilled work in the activation and deactivation of water services for Harnett Regional Water. Work involves installing taps to water and sewer systems; making field repairs to water and sewer mains; maintaining and repairing of sewer stations and associated equipment; and providing oversight and training of assigned employees.
Starting pay depends on certificates held:
Distribution System Tech Trainee $38,135
Distribution System Tech C $40,042
Distribution System Tech B $42,044
Distribution System Tech A $44,147

DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Supervises work of Distribution System Technicians C,
  • Ensures adherence to established policies, procedures, and standards; trains, assists, and advises new employees, as necessary.
  • Installs water, wastewater, and sewer taps; repairs leaks in water distribution system; straightens and repairs valve boxes; and relocates water lines.
  • Maintains sewer stations; pulls and repairs sewer pumps, valves, seals, etc.; and clears and rakes bars and screens.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Repairs fire hydrants.
  • Primes sewer pumps.
  • Performs general carpentry work in renovations and repairs of sewer station facilities.
  • Operates back-hoe and utility trucks in performance of work assignments and/or to transport supplies to work sites.
  • Assists in cleaning and maintenance of shop area.
  • Washes and maintains trucks; assists in overseeing truck inventory.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma supplemented with technical training;
  • Two (2) years of work experience in mechanical maintenance, construction, or related work including some experience with water utilities;
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina Class A commercial driver's license and
  • Possession of a NC Water Distribution Class B Operator Certification.
  • Possession of a NC Collections System Class II Operator Certification desired.
KNOWLEDGE, SKILLS, and ABILITIES:
  • Knowledge of the principles of plumbing and mechanical maintenance as applicable to water distribution systems.
  • Knowledge of the geographical layout of the Harnett Regional Water Service Area.
  • Knowledge of the principles of supervision, organization, and administration.
  • Skill in using equipment and tools necessary for locating and unearthing water system fixtures.
  • Skill in communicating, both verbally and in writing.
  • Skill in planning.
  • Skill in organizing.
  • Skill in performing mathematical computations with speed and accuracy.
  • Ability to perform minor equipment repairs.
  • Ability to direct and supervise a small staff of employees.
  • Ability to perform manual labor for extended periods of time, possibly under challenging and arduous conditions.
  • Ability to maintain readiness to work on a 24?hour, call?in basis.
  • Ability to exercise tact and courtesy dealing with customers.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to meet deadlines.
  • Ability to establish and maintain effective work relationships with fellow employees, supervisor, professionals, and the general public.

SUPPLEMENTAL INFORMATION

PHYSICAL DEMANDS:
Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe sewer lines, operate motor vehicles or equipment, and inspect parts for assembly or repair.
WORK ENVIRONMENT:
The employee works primarily in the field and is subject to various hazards. Requires working for extended periods of time, possibly under challenging and arduous conditions.
