POSITION SUMMARY

POSITION SUMMARY:
An employee in this position performs semi-skilled trades and unskilled manual tasks in the maintenance of County buildings and grounds for Harnett Regional Water. This includes clearing vacant lots for construction, landscaping at new construction sites, loading trucks with gravel or other materials, removing snow, operating a backhoe, mowing with bat wing mowers or tractors, trimming bushes and trees, cleaning, painting buildings and parking lot lines, moving furniture and heavy boxes for staff, and moving tables and chairs.

DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Operates back hoe to clear land for new roads, construction sites, or new landscaping areas; loads trucks with gravel and other materials; and pushes snow using back how blade.
  • Operates tractor with bat wing mower attachment to cut grass behind courthouse and school, at airport, and at other locations.
  • Drives a dump truck to haul gravel, dirt, top soil, etc.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Performs maintenance and minor repairs to assigned equipment; greases, changes oil, etc.
  • Performs a variety of custodial duties including cleaning windows, walls, woodwork, and light fixtures using a step ladder; cleans and disinfects restrooms and replenishes paper supplies and soap; sweeps, strips, waxes, buffs, mops, and vacuums floors; shampoos carpets; dusts and cleans desks and other furniture; empties trash receptacles; and replaces burned-out light bulbs.
  • Mows grass, cuts weeds, rakes and cleans up leaves; bags debris and hauls to landfill; aerates, sews and fertilizes grass; loads mowers on the truck; may drive truck to work sites; clears parking lots and sidewalks; cuts and removes trees; applies pesticides and maintains records of pesticide application; checks all fences; and unstops building gutters.
  • Paints interior and exterior walls; prepares surfaces; paints walls using rollers; helps clean brushes, rollers and other equipment upon completion or daily; and paints parking lot stripes and informational markings.
  • Moves furniture in/or between offices; lifts and moves heavy boxes or containers upon request.
  • Changes light bulbs; may assist the electrician in changing switches.
  • Inspects buildings for safety or maintenance problems; hangs flags; and opens and secures buildings.
  • Applies cold patch to asphalt roads and drive ways; exercises water valve, and repairs leaks around water valves.
  • Follows safety rules.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or equivalent;
  • Two (2) years of manual labor experience in maintenance and manual work involving operating landscaping and other related types of equipment.
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina commercial driver’s license (Class B).
KNOWLEDGE, SKILLS, and ABILITIES:
  • Knowledge of methods, cleaning chemicals and supplies, and equipment used in semi-skilled and un-skilled building/grounds/utility maintenance work.
  • Knowledge of the operation and maintenance of back hoes and other assigned heavy equipment.
  • Knowledge of landscape maintenance.
  • Knowledge of safety equipment and procedures required in performance of duties.
  • Skill in using tools and equipment used on the job.
  • Ability to follow oral and written instructions.
  • Ability to prepare simple work records.
  • Ability to use varied equipment required in performance of duties.
  • Ability to establish and maintain effective working relationships with other employees, supervisors, and the general public.

SUPPLEMENTAL INFORMATION

PHYSICAL DEMANDS:
Must be able to perform very heavy work exerting up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects; frequently requiring 50 pounds of force to move objects; and occasionally requiring to exert up to 100 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities, operate equipment, and inspect work.
WORK ENVIRONMENT:
The employee is subject to inside and outside environmental conditions, noise, vibration, hazards associated with maintenance work, fumes, chemicals, mists, gases and oils. Duties may also expose the employee to human body fluids and thus the work is subject to the OSHA requirements on blood borne pathogens.
