Hampton Roads Transit is Hiring a Program Analyst Near Norfolk, VA


The Program Analyst is responsible for complex analytical work as it relates to program budgets, financial administration of grants to include obtaining and maintaining funding from local, state (DRPT) and federal (FTA) entities. This position will serve on major project implementation teams as support to the Director of Capital Programs for such systems as the Financial System Software (Microsoft D365) and Enterprise Asset Management. This position works under the direct supervision of the Director of the Director of Capital Programs.

Essential Job Functions:

(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)

  • The Grants Program Analyst is responsible for the preparation, administration, and oversight of the grants and associated projects.
  • Responsible for grant milestone reporting
  • Serve as a liaison between management services (Capital Programs), the finance department and assigned project managers.
  • Prepare local, state and Federal Assistance Grant applications for review and submission.
  • Monitor and track compliance on grant contracts and provide recommendations to promote continued financial and grant compliance.
  • Present findings, problems and status updates to the Director of Capital Programs and other leadership team members as required.
  • Update grants in Microsoft D365.
  • Prepare correspondence for internal HRT departments, DRPT and FTA as required.
  • Submit budget revisions, amendments, and extensions on federal and state contracts in a timely manner.
  • Generate timely and accurate reports for submission to FTA.
  • Assist departments with financial assessments of grant projects.
  • Maintain official grant files, records, and supporting documentation related to federal, state, and local projects.
  • Participate in the reporting, planning, development and implementation of new programs associated with reimbursable projects, new service initiatives, special projects, and demonstration programs.
  • Accurately maintain active grant spreadsheets as required in the shared drive for access by pertinent parties.
  • Work in partnership with the Director of Capital Programs and finance department staff to develop control systems in the Microsoft D365 system for budgeting and accounting for capital projects.
  • Assist with the development and maintenance of procedures and guidelines for grants administration.
  • Provides support for other related departmental work as necessary.
  • Must provide exceptional communication and customer service skills, plus demonstrate ability to perform in a team environment with excellent interpersonal and problem-solving skills.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Performs other duties as required.

Required Knowledge, Abilities and Skills essential to Job Functions:

Demonstrated knowledge, abilities and first-hand experience in:

  • Principles and practices of budget formulation, programming, prioritization and administration.
  • The proficient use and application of Excel to create detailed and complex documents as needed.
  • Financial management and project tracking
  • Successfully interpreting and implementing federal, state, and local regulations.
  • Establishing and maintaining effective working relationships with colleagues, local, state and federal agencies. Effective communications with other HRT employees and outside agencies is essential.
  • Demonstrating adequate communication and analytical skills required
  • Must successfully demonstrate effective oral and written communication as well as attention to detail.
  • Knowledge of public transit funding and grants administration are a plus.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Training and/or Education:

The Grants Program Analyst shall have a minimum of a Bachelor’s Degree from an accredited four-year college or university in Business Administration, Public Administration, or other related field.

Required Experience

Minimum of two years’ work experience in project budgeting and/or grants administration.

Licenses or Certificates:

Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
