The Role:

Reporting to the CHRO and as part of Halcon’s HR leadership team, this role manages the end-to-end development and execution of recruitment, for a growing mobility and infrastructure services company. The role requires building and maintaining strong strategic partnerships with leaders at all levels to build talent pipelines for our high-volume business, that effectively source, evaluate, hire, and onboard highly qualified candidates across all departments.

The Head of Talent will lead a team of professionals to support recruiting and onboarding for our main corporate offices, as well as four lines of business. The Head of Talent will also be the point person for enterprise-wide Talent Acquisition and Development Strategies. As the organization grows this role will have the potential to take on additional leadership responsibilities across the function.

Key Responsibilities

  • Develop, monitor, and adjust staffing and talent acquisition strategy for our high-volume lines of business to ensure we can meet our needs as well as the clients.
  • Implement new processes to improve cost, efficiency, and processes across corporate, LOB recruitment, field staffing, and all pre-employment/day one processes.
  • Provide insightful reporting metrics to demonstrate hiring trends, time to fill, and other data as requested.
  • Leverage data analytics to recommend and implement continuous process improvements to enhance results, both from a microscopic and macroscopical viewpoint.
  • Oversee all stages of the candidate experience (including application, interviews, and communication) with a commitment to service excellence.
  • Lead the technology selection and development of all talent systems.
  • Manage and support the development of recruitment team members.
  • Lead negotiations and implementations with recruitment vendors.
  • Work with the CHRO and Business Leaders to enhance the Hallcon recruitment brand and social media marketing.
  • Build and manage relationships with internal stakeholders to understand hiring forecasts and recruiting priorities and to fill critical hiring needs promptly.
  • Evaluate external labor market conditions and trends to develop recruiting strategies and initiatives tailored to our unique lines of business needs.
  • Ensure recruitment operations are compliant with relevant state and federal labor laws.
  • Find opportunities to improve the candidate's experience through automation, process improvement, field recruitment education, and exceptional communication.
  • Support DE& I initiatives and strategy across the company.
  • Transform Hallcon recruitment & talent management to focus on efficiency, quality of hire & and scalable processes.
  • Contribute and lead work streams supporting retention strategies.

Qualifications

  • Must have at a minimum a Bachelor’s degree. Emphasis on people management, talent acquisition, business development, and/or human resources is desired but not required.
  • Experience in high volume recruitment, issuing 500 to 1000 offers a month or equivalent experience leading strategy for growth in high volume, repetitive, efficient, multi-step data/people transactions as it pertains to customer acquisition in sales, marketing, technology or staffing logistics.
  • Experience with bringing RPO strategies and models for in-house recruitment and processing, is not required but desired.
  • Experience in people management/development.
  • Experience in corporate recruitment and a staffing agency setting is not required, but desired.
  • Experience improving end-to-end recruitment processes (manual to automated).
  • Experience with Lean Six Sigma or Certification is not required but is desired.
  • Experience with logistics, transportation, retail manufacturing, or similar experience.
  • Strategic thinker capable of developing Talent Acquisition strategies and processes to identify candidates in a highly competitive talent market.
  • Demonstrated ability to partner with leadership teams and hiring managers to execute Talent Acquisition needs on a tactical and strategic level.
  • Demonstrated ability to develop data-driven hiring strategies with exceptional team management skills and demonstrated excitement for leading through change in a fast-paced environment.
