GVI is Hiring an Economist (3796) Near Arlington, VA

GVI Inc. a subsidiary of Three Saints Bay, LLC and a Federal Government Contractor industry leader, is seeking a looking for an experienced Economist to join our Team in Arlington, VA.

The Economist will use his or her knowledge of applying analytic methodologies and principles to address program needs while maintaining program confidentiality. He or she will provide analytic support in the areas of data collection and support activities regarding the review and the updating of regulations.

Responsibilities:

  • Ability to conduct Economic Impact Analysis on the effects of new regulatory policies.
  • Plans, designs, and conducts economic research and impact studies in relation to relevant regulations.
  • Develops alternative economic simulations for policy and impact analysis; performs related financial analysis; develops specialized models to facilitate effective decision making.
  • Ability to determine the validity and soundness of modeling and data developed by others by systematic dismantlement, analysis, and reconstruction.
  • Provides expert advice in support of agencies’ management, organizational and business improvement efforts.
  • Develops reports, recommendations, and guidance.
  • Identify and provide recommendations in developing regulatory policies and procedures; provide maintenance and updates, and appropriate control of documents, policy standards, or consensus standards on necessary actions to maintain regulatory compliance.
  • Research, interpret and analyze applicable laws and regulations to ensure it accurately reflects the policies of the organization/agency.
  • Conduct in-depth research and analysis to assist in the development of environmental analyses, regulatory impact studies, economic analyses, and regulatory analyses for the Regulatory Flexibility Act.
  • Compile and construct data to interpret the impact of registrant compliance with regulatory changes which cut across all sectors of the economy. Evaluate the effect of existing policies and government programs.
  • Conduct research on a wide range of economic matters in support of the Diversion Control Division’s regulatory and policy development activities.
  • Develop reports and make recommendations to improve processes, procedures, and performance.
  • Assist in performing analyses and interpretation of cost and expense variances.
  • Provide cost benefit analyses of new and/or existing regulations to assess economic impact to the regulated industry and the public.
  • Creates and analyzes monthly, quarterly and annual reports and ensures financial information has been recorded accurately
  • Identifies trends and developments in competitive environments and presents findings.
  • Coordinates performance metrics gathering, analysis, and reporting activities.
  • Actively participate in the processes and methods changes and reviews existing policy or suggested changes for impact in implementation and application.
  • Participate in the research of regulatory issues and dissemination of regulatory information, as required.
  • Participate in establishing and coordinating program plan requirements and interface with each section/office. Evaluate, monitor, and report performance against plans to ensure guidelines meet appropriate procedures and policies.
  • Work independently to review and prepare documents addressing unconventional issues and/or problems affecting the program; work to identify trends and areas for improvements in procedures.
  • Participate in project performance team meetings on behalf of the job unit in order to provide ideas, methods or processes for unit/department performance improvement.
  • Develop and maintain spreadsheets, tracking databases, reports, and presentations; generate and document information for statistical purposes; utilize government database systems and word processing software; compile files on initiatives for OD personnel as requested.
  • Participate in discussions, meetings, conferences, and conference calls with agency administrative, subject matter experts, and technical personnel, and other federal agency officials.

Requirements:

  • US Citizen.
  • Must be able to obtain and maintain a Public Trust level clearance and be drug-free.
  • Master's degree preferred.
  • Bachelor’s degree with five (5) years of experience may be substituted for Master’s Degree.
  • Minimum of 5 years of relevant experience required.
  • Experience in economic methods and analysis to include conducting economic research, policy analysis/assessment, data collection and analysis.
  • Able to work as part of a team or independently with minimal direction.
  • Strong technical writing, analytical, proofreading, and research skills.
  • Ability to conduct cost/benefit analysis.
  • Strong computer skills; proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access, and Outlook), technology systems, and communications tools (Adobe).
  • Strong oral and interpersonal skills Professional demeanor
  • Strong organizational skills.
  • Intermediate to advanced skills in manipulating data in Excel preferred.
  • Experience performing extensive research utilizing multiple data sources systems preferred.
  • Ability to multi-task; detail oriented; be observant and anticipate operational needs.
  • Excellent problem solver and able to handle difficult situations.
  • Ability to be flexible and adaptable in a variety of situations.

Security Requirements :

Security Clearance Level: Public Trust

  • Applicants selected will be subject to a Government background investigation and must meet eligibility and suitability requirements.
  • Must be a US Citizen with the ability to obtain a US Government security clearance.

Position located in Arlington, VA.

The salary range for this position is $90k - $100k
