Job Title: OSAR Recovery Counselor
Location: Brazoria and Galveston Counties
FLSA Status: Non-Exempt
Working Status: Full Time with Benefits
Required Education:
  • Requires an associate degree unless grandfathered in prior to the educational requirements; in this event, you must have a minimum of an HS Diploma or equivalent.
  • Minimum requirements would include either LCDC status in good standing with the state of Texas, or LCDC-Intern.
Required Licensure/Certifications:
  • Minimum requirements would include either LCDC status in good standing with the state of Texas, or LCDC-Intern.
Preferred Experience:
  • Direct care experience preferred
Summary:
Provides outreach, screening, assessment, and referral to individuals identifying as having a substance use disorder in need of substance use treatment services in Region 6 assigned county area. 
Gulf Coast Center operates under a trauma-informed approach based on the six key principles of Safety, Trustworthiness & Transparency, Peer Support, Collaboration & Mutuality, Empowerment & Choice, and Cultural, Historical & Gender issues.
The OSAR Recovery Counselor will be responsible for the following essential Job Duties:
  • Provide substance use screenings in field and office-based settings; 
  • Provide Motivational Interviewing and/or Crisis Intervention;
  • Referral and follow-up to substance use/community treatment and related services;
  • Case Management for clients seeking services;
  • Documentation of all interactions concerning client care in CMBHS-electronic medical records;
  • Participates in weekly Counselor training and completes all required LCDC-I paperwork independently and with the coordination of the identified QCC; 
  • Facilitates group and individual counseling services for clients admitted into outpatient treatment. Document all direct services in CMBHS as needed. 
  • Conducts random drug screenings from clients to assess progress or regression in their treatment experience to establish a baseline during treatment.
  • Information dissemination at public presentations as assigned;
  • Training individuals and family members on Opioid Overdose prevention and rescue;
  • Participate in Quarterly Region meetings with the State.
  • Provide Follow-up as an independent service for clients who decline recommended services: As a follow-up service for clients who may need further assistance; and/or as clinically indicated or needed. 
  • Attend weekly Galveston County HOPE Drug Court
  • Attend all mandatory Center training in accordance with Center policy. Attend all Recovery and OSAR training. Attend all meetings requested by the assigned Program Manager. Ensure copies of certificates received from training are sent to the Human Resources Administrative Assistant for employee file. 
  • Disaster recovery deployment: Staff are expected to keep up their training for Psychological First Aid. Staff may also be expected to be part of a rotation for disaster assistance, possibly at Disaster Recovery Centers, emergency shelters, and other sites.
  • Will be responsible and accountable for the adherence to and promotion of the agency compliance policy and will require communication with various departments to foster, develop, and continue our community partnerships as they relate to the position.
  • Treat all individuals with the utmost courtesy, decency, and respect.
  • Provide responsive, and efficient services.
  • Interact with staff, consumers, local entities, and advocacy groups to provide a service that meets local needs.
  • Provide the highest level of Customer Service for both internal and external customers.
  • Required to report personnel leave; flex time and emergency leave to assigned supervisor.
  • Strict adherence to the professional, ethical, and legal requirements set forth in GCC's Business Code of Conduct as well as the Corporate Compliance Plan.
  • Consistent adherence to the Center's Dress Code.
  • Consistent adherence to Center safety guidelines and expectations.
  • May be required to travel within Brazoria and Galveston Counties.
  • Out-of-region travel may be required to attend training.
  • Must maintain a clean driving record and driver's license in accordance with our Driver Policy.
  • Requires current Texas Driver's License, reliable transportation, and must maintain current auto liability insurance.
Non-Essential Job Duties:
  • Ensure all documentation is accurate, complete, and clear as required by the Center and/or State procedures; progress notes are completed within specific timeframes. Utilization of CMBHS electronic health record for documentation of screenings and services notes. 
  • Maintains compliance with all documentation as assigned and required by the GCC policies and procedures.
  • Uses clinically sound judgment in developing relationships with client and service providers, and make decisions reflective of current trends in mental health and substance use services. Maintains contact with clients, assessing and communicating progress in relation to individualized service plans. Participates in interagency meetings involving all substance use-related services for collaboration. 
  • Responsible for reporting on services provided through the OSAR grant to the State on a monthly and quarterly basis. 
  • Demonstrates competencies, professionalism, and a customer-focused approach to services. Conducts community education programs on mental health and substance use treatment and services by the Center's programs as assigned. 
  • Communicate information to the supervisor and other Center staff to ensure the sharing of information that affects program operations. Maintains communication with other service providers identifies barriers to services and takes measures to appropriately communicate and address them. Serious problems are communicated to the supervisor immediately. 
Supervision:
  • Receives direct supervision from Program Manager- Recovery & Outreach.
Abilities/Traits:
  • If in Recovery, must have two years of continuous sobriety
  • Demonstrate strong clinical knowledge of substance use disorders, integrating DSM 5 and additional criteria to establish treatment recommendations. 
  • Must be able to work independently and organize work effectively using time management tools;
  • Possess knowledge of local community resources and network with agencies to ensure appropriate referrals as needed for client continuity of care;
  • Must be able to make sound clinical judgments within the parameters of the internship;
  • Provide sound clinical decisions within the parameters of the overall job duties and ensure that clinical recommendations are reflective of the program's mission and values
  • Must be non-judgmental of clients, develop productive relationships with the diverse client population, and have good interpersonal communication and teaching;
  • Must be able to make constructive use of professional supervision.
  • Ability to express self clearly and effectively, orally and in writing.
  • Requires ability to work within a team approach.
  • Requires proficiency with computer skills, programs, and email.

Working Conditions:
  • Work will be performed in the Office and/or Field settings.
  • May require varied work hours depending on the needs of clients.
  • Out-of-region travel may be required to attend training.
  • May require travel to various locations within Brazoria and Galveston Counties. Requires current Texas Driver's License, reliable transportation safe and current with all state requirements, and liability insurance.
  • Community Mental Health Clinic setting;
  • May require transport of consumers;
  • Will require field-based service delivery.
Special Projects:
  • Assist supervisor when requested to complete special projects and complete all assignments within a time frame negotiated with the supervisor. Completion of other duties as assigned by supervisor as it relates to the program and position.
