JOB DESCRIPTION:
Essential Outcomes:
· Assists in the preparation of the quarterly financial package for the Board and third parties, including financial information, performance indicators, narratives of business events and variances, etc.
· Attends regular meetings with business units to review outstanding invoices and discusses key operations with business staff regarding their respective department reports. Consults/recommends to operations management and reports progress to Financial Management
· Maintains high standards, reacts to changes in the business environment; ensures compliance with regulations.
· Maintains compliance with all Development policies and U.S. Generally Accepted Accounting Principles.
· Develops customized schedules to facilitate the monitoring of specific general ledger accounts for financial managers.
· Maintains an effective internal control environment to ensure proper data collection and reporting.
· Assists with audit schedules at year-end, including financial info, footnotes, and supplemental/statistical schedules.
· Prepares standard, non-routine and one-time journal entries and account reconciliations for review by management.
· Meets with management and personnel to resolve differences, propose changes and establish procedures, as needed.
· Monthly reviews of assigned cost center reports for accuracy, variance to budget for current and year-to-date balances.
· Ensures compliance with financial aspects of contracts with third parties. Reviews and makes recommendations to contracts, as needed, with possible interaction with third parties and legal personnel.
· Participates in the hiring process and the training/cross-training and evaluation of staff as directed by management.
· Attends month end close meetings.

Knowledge, Skills, & Abilities:
· Knowledge of U.S. Generally Accepted Accounting Principles (US GAAP), Financial Accounting Standards Board (FASB) and Government
Accounting Standards Board (GASB) pronouncements and interpretations.
· Considerable knowledge of Agency financial management policies and procedures.
· Strong computer skills, including but not limited to Microsoft products (Excel, Word, Outlook) and Oracle EBS.
· Interact effectively with BSD management officials, representatives of Federal and State governments, and external auditors, as well as non-financial users.
· Ability to formulate data gathering and prepare clear, concise reports.
· Ability to work in an ever-changing environment.
· Experience in multiple project management.
· Ability to communicate effectively, both oral and written.
· Ability to work independently under pressure.
· Ability to classify, analyze, and assimilate data into a concise, useful format.
· Ability to recognize and solve problems effectively.
· Able to evaluate, hire and oversee accounting contractors.
· Ability to regularly and predictably attend work and the ability to work on-site in a cubicle environment.
Education:
· Bachelor’s Degree required. Master’s degree, CPA CFE or CMA preferred.
Field: Accounting, Business Administration, Finance, or related field. Information technology course, preferred.
Experience:
· Six (6) years, preferred. ERP system experience, preferred.External audit experience preferred
Field: Business Administration, Accounting, Finance or related field. Public Transportation or Governmental Accounting preferred.
