OUTREACH COORDINATOR - OPERATIONS OFFICER II

Overview
The Mayor's Office of Small & Minority Business Advocacy & Development (SMBA&D) as a Program Compliance Officer II (PCO II). SMBA&D oversees compliance with Baltimore City Code Article 5, Subtitle 28 governing Minority Business Enterprises (MBE), Women's Business Enterprises (WBE); and Small Local Business Enterprises (SLBE). The Minority & Women's Business Program requirements are applicable to all City contracts. SMBA&D reviews all contracts greater than $50,000 and private development projects receiving a benefit from the City greater than $50,000 to determine if MBE/WBE participation goals may be set on the contract and meets regularly with our agency partners.
SMBA&D engages in outreach to grow the availability of certified MBE/WBEs and provide resources and educational tools for the MBE/WBE business community. There is a need to publicize and market SMBA&D's resources and available City contracts. This position would be the Outreach Coordinator and serve as the helm of marketing and messaging to the community. These outreach efforts would serve to encourage the public to get certified to obtain City contracts for additional revenue for the minority and women's business community. This position is crucial to the necessary involvement of MBE/WBEs in the growth of Baltimore.
Essential Duties & Responsibilities
* Communicate with the Bureau of Procurement and Agency partners.
* Communicate with prime contractors and subcontractors.
* Plan virtual and in-person outreach events.
* Coordinate with local business organizations and chambers of commerce.
* Collaborate with Procurement and Agencies to ensure contracting opportunities are forecasted for businesses to prepare to bid.
* Work to further equity in the procurement process.
* Plan outreach fairs to connect primes, subcontractors, and SMBA&D.
* Plan annual City-wide private development forum for projects that will be or are currently receiving City funding.
* Highlight the phases within private developments that still require substitutions or additions of MBE/WBEs.
* Meet, inform, and assist contractors regarding the ability to seek an expansion of services.
* Plan an annual MBE/WBE showcase of businesses with local minority contractor and business associations.
* Conduct outreach to subcontractors to explain the application process and required documentation needed when applying for MBE/WBE certification/expansion of services.
* Work to broaden qualified firms in specific fields.

* Ability to deal professionally and effectively with government officials and personnel, representatives of private organizations, developers, community groups, and others.
Education, License, & Experience Requirements
* A high school diploma or GED certificate.
* Six months of experience supporting an operations or administrative functions is preferred.
