Position Description

This position is primarily responsible for managing and overseeing Human Resource functions and systems to include employee benefits, screening and hiring, personnel files, employee handbook and policy manual, job descriptions and all other human resource functions and systems.

The HR Manager is responsible for ensuring all organizational systems and practices are compliant with federal and state regulations and continually monitors, assesses and recommends systems and practices to recruit, develop and retain a highly motivated and qualified workforce.

This person demonstrates judgment and self-sufficiency in effective project management while serving as the administrative and quality resource for the Center. This person has a Bachelor Degree with a minimum of five years of project management experience in a non-profit organization. The person possesses extensive interpersonal, communication, and team player skills and excels in a rapidly expanding organization. The person exhibits mature behavior and judgment and always maintains a “can do” attitude.

The person has directly-related health care experience and skill sets, e.g., problem-solving, project management, that will contribute to the success of a rapidly expanding Federally Qualified Health Center. This person has a functioning knowledge of the organization’s relationship to local, state, and Federal government agencies, other non-profit organizations, and the private sector. The person should clearly understand and be able to communicate to all community stakeholders the role of quality at the Center and in the health care service continuum. The person has a full understanding of the Center’s technology, including eClinicalWorks and software programs that support the quality initiatives at the Center.

This position requires compliance with the Center’s Compliance Program and Standards of Conduct and applicable policies and procedures. Such compliance will be considered as part of a regular performance appraisal. Failure to comply with the Center’s standards, including the failure to report any conduct or event that potentially violates legal or compliance requirements, will be met by the enforcement of disciplinary action, up to and including possible termination.

Essential Functions

The Human Resources Manager is responsible for directing and administering a systems-based approach to the essential functions of the human resources group:

1. Recruit, interview, and on-board all new staff and new Board members;

2. Maintain accurate and complete personnel records, e.g., benefit administration, I-9 forms, COBRA, authorization for deductions, paid time off, etc;

3. Orientation program for all staff;

4. Ensure all staff are trained, directly or facilitate practice director efforts;

5. Ensure all staff acknowledge all relevant policies, plans, and procedures;

6. Ensure all managers know and administer all company policies, procedures, and practices fairly and consistently;

7. Advise and update the Senior Leadership Group on all employee matters;

8. Administer compensation, benefits, tuition reimbursement, and professional development program for all staff, including administration of all Continuing Education (CEU) provider requirements;

9. Ensure organizational compliance with all applicable federal and state labor and employment laws and regulations pertaining to human resources; and

10. Recognize, reward, and ensure staff satisfaction in a mission-driven environment.

Qualifications, Education, and Experience

1. Bachelor’s Degree in Business Management and/or Human Resources.

2. Five to ten years of human resources experience in a similar position required. This includes demonstrated abilities in pre-employment screening, training, development, terminations, and other personnel actions/responsibilities.

3. Working knowledge of OSHA, EEO, FMLA, Workers’ Compensation, state and federal regulations, benefits, Wage-Hour, and general employment systems.

4. Skills include excellent oral and written communications including telephone, organizational, and personal computer including all Microsoft software systems.

5. Exhibits leadership abilities necessary to direct the human resources function across the organization at three locations.

6. Experience at an FQHC highly desirable.

7. Skilled in analysis, planning, and the coordination of efforts of a complex and expanding organization.
