GENERAL STATEMENT OF JOB DUTIES

This position is responsible for performing a wide variety of diverse and confidential duties in support of the Office of Equal Opportunity, Diversity and Inclusion (EODI). This position will be an integral part in administering the Equal Employment Opportunities (EEO), Disadvantaged Business Enterprise Program (DBE), and Title VI program responsibilities of the office. Incumbent should have knowledge of DEI principles and will work closely with stakeholders in support of EODI initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for supporting the implementation and administration of GoTriangle's DBE, DEI, EEO and Title VI programs.
  • Interprets and applies laws, rules, regulations and policies applicable to the program activities assigned.
  • Works with procurement, finance, administration, legal, grants, communications, IT, and project management to support procurement and contracting decisions that facilitate the successful implementation of the DBE program.
  • Assists management in collecting and analyzing employment data, identifying problem areas, setting goals and timetables, and developing programs to achieve goals.
  • Participates in the pre-compliant phases of the discrimination complaints process, and may support the development and administration of an Alternative Dispute Resolution Program.
  • Partners with HR to review employment practices, complaint policies, reasonable accommodation policies, performance evaluations, and grievance procedures.
  • Performs research and drafts program informational materials.
  • Develops training programs and provides training and technical assistance as indicated to Agency staff, or other appropriate entities.
  • Creates, executes, and oversees internal auditing and reporting systems to evaluate the effectiveness of EEO, DBE, DEI, and Title VI programs. Develop and manage databases for generating DBE and EEO-related reports necessary for Federal program submissions.
  • Gathers, compiles, analyzes, and interprets data necessary for external (government) and internal compliance, reporting, and monitoring.
  • Assists in compiling statistical reports, prepares program plans, policy manuals and other informational materials for distribution to staff, and the general public and to meet federal, state and agency reporting requirements.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

  • Bachelor's Degree in a related field from an accredited college or university, or equivalent studies.
  • Three years of directly related experience to include responsibility for applying rules and regulations and developing policies or procedures pertaining to federally funded programs.
  • Knowledge of civil rights and affirmative action issues, business development programs, labor laws as well as other commonly used concepts, practices, and procedures of federal, state, and local laws pertaining to DBE, EEO, and Title VI programs preferred.
  • Demonstrated ability to work with personal and confidential information.
  • Ability to apply critical thinking skills in rendering solutions to various issues.
  • Must be able to successfully manage multiple tasks, projects, and responsibilities.
  • Excellent communication skills both orally and in writing.
  • Ability to adapt interpersonal skills to effectively communicate with all levels of supervisory and non-supervisory employees, the Board of Trustees, the general public, government officials, and others.
  • Ability to exercise independent judgement and discretion in applying and interpreting, policies, procedures, rules, and/or regulations.
  • Ability to work independently and in a team environment.
  • Must be able to collaborate effectively with GoTriangle personnel, the general public, and work with diverse groups of people
  • Must exercise professional judgment required to communicate effectively with all levels of supervisors, staff, government officials, and the general public.
  • Demonstrated high ethical professionalism regarding decision-making, confidentiality, and the ability to exercise discretion and sound judgment to disseminate information to others on a need-to-know basis is expected.
  • Must possess strong analytical and problem-solving skills, with the ability to interpret complex regulations and apply them to organizational practices.
  • Proficient in the use Microsoft Office packages including Word, Excel, and PowerPoint.

An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. Work is normally performed in a typical interior office work environment. Other working conditions may require; precise hand/eye coordination, basic keyboarding and other repetitive motions, operation of vehicles, lifting/pushing objects weighing up to or over 10 pounds. Limited physical effort required and very limited exposure to physical risk.

Physical Requirements:

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
