DISTINGUISHING FEATURES OF THE CLASS:
The Program Evaluator performs analysis and evaluations of Tribal programs throughout the Gila River Indian Community to assist in formulating improvement to administrative, organizational, and program activities, regulations, procedures and practices.
ESSENTIAL FUNCTIONS:
Review Tribal program activities and evaluate administrative objectives, efficiency, effectiveness, and suitability to current conditions, cost and accomplishments.
Determine whether activities and programs essential to good government are carried out economically and efficiently.
Assist in policy planning and in the preparation of the Tribal budget.
Appraise the adequacy and efficiency of operating systems.
Analyze identified problems and present solutions.
Compile and interpret data and assist in the formulation of administrative improvements, including organization changes and program procedures.
Prepare reports containing findings, analysis, conclusions and recommendations.
Provide technical advice and assistance (training) to Tribal departments, offices, and programs in the development of quantifiable goals and objectives.
Works in partnership with Tribal program staff relating to grant and/or contract evaluation findings.
Perform other related duties as assigned.
REQUIRED KNOWLEDGE, SKILL AND ABILITY:
Knowledge of organizational relationships.
Considerable knowledge of planning techniques for governmental jurisdiction.
Considerable knowledge of review, analysis and evaluation of budget organization and administrative practices.
Skill in analyzing management, financial, human resources and other operational systems, procedures and controls.
Skill in using analytical and evaluate judgement.
Ability to work with a variety of professional associates.
Ability to write clear concise reports, which include appropriate recommendations.
Ability to communicate effectively verbally and in writing.
Ability to maintain accurate records and prepare reports.
Ability to understand and follow verbal and written instructions.
Ability to establish and maintain effective working relationships with other employees, Community Officials and the public.
Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.
REQUIRED EDUCATION/EXPERIENCE:
Bachelor degree from an accredited college or university in Business Administration, Public Administration, Government Management, or closely related field and two (2) years’ experience in work process analysis, municipal funding and grants, program evaluation, surveying and statistical analysis, or work efficiencies management; Or
Associate’s degree from an accredited college or university in Business Administration, Public Administration, Government Management, or closely related field and four (4) years’ experience in work process analysis, municipal funding and grants, program evaluation, surveying and statistical analysis, or work efficiencies management.
ADDITIONAL REQUIREMENT:
Tribal Driving Permit can be required.
