DISTINGUSIHING FEATURES OF THE CLASS:
The Public Safety Telecommunicator Supervisor is under general supervision of the Public Safety Communications Manager, the principal function of this position is to perform specialized work in managing the day-to-day operations and activities in the 9-1-1 communication center. This position provides leadership and direction to the communications staff, and is a major resource to dispatchers on technical issues, equipment operations, policies and procedures, and may handle special projects. The Public Safety Telecommunicator Supervisor must maintain a high knowledge of computer aided dispatch (CAD) systems and multi-channel radio/paging consoles, while acting quickly, efficiently, calmly, and accurately to dispatch and coordinate emergency responder resources and process incoming emergency calls if needed. This position exists to meet the needs of the community when calling for Police, Fire, EMS, or any other emergency services.
ESSENTIAL FUNCTIONS:
Keep manager informed of all aspects of the operations of the 9-1-1 Communications Center including, but not limited to service complaints, personnel problems, equipment problems, major emergencies, etc.
Assist manager in the development and implementation of agency goals, objectives, policies, and procedures.
Ensure proper action is taken in the event of equipment failure; troubleshoot problems and determine who to call for problem solving.
Directly supervise and perform a variety of front-line supervisory activities including, but not limited to: recommending the selection of staff, training subordinates, resolving minor work and personnel problems, scheduling of personnel, reviewing/approving employee electronic timesheets, investigating and resolving complaints/problems, and motivating and disciplining.
Resolve customer inquiries and complaints in person, by phone and email concerning the Communications Section to explain unit functions, policies and procedures and provide information.
Coordinate and assist in the training of new and current 9-1-1 communication employees which includes continuing education program for 9-1-1 communication employees; coordinate scheduled, mandated, or needed training to preserve up-to-date knowledge and skill for improved staff performance; provide in-service training and facilitates outside training as assigned.
Perform investigations relating to internal and/or external complaints; make disciplinary recommendations and counsel subordinates as required.
Complete and/or review annual performance, training, probationary, and/or promotional performance appraisals of subordinate personnel.
Perform other related duties as assigned.
REQUIRED KNOWLEDGE, SKILL AND ABILITY:
Knowledge of the Arizona Criminal Justice Information Systems (ACJIS), including the National Crime Information Center (NCIC) and the Arizona Crime Information Center (ACIC).
Knowledge of NG9-1-1 phone equipment, CAD, RMS, and Motorola’s MCC7500 Radio Dispatch Counsels.
Knowledge of Police, Fire and Emergency Medical Services operating procedures.
Knowledge of State, Federal and Tribal statutes, laws and regulations related to the work unit.
Knowledge of supervision and training methods and principles required to provide direction, assign tasks, evaluate performance and train staff.
Ability to write standard operating procedures, policies, instructions and memos.
Ability to operate computers and software (Microsoft Office, Word, Excel, Outlook, and PowerPoint.
Ability to communicate orally and in writing with all levels of contacts, within and outside the department.
Ability to exercise good judgment in the handling and prioritizing of calls within the department.
Ability to effectively communicate and make decisions related to dispatching emergency vehicles under stressful work conditions.
Ability to listen and retain information communicated in emergency calls.
Ability to supervise and evaluate subordinates.
Ability to establish and maintain effective working relationships with other employees, Community Officials and the public.
Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.
REQUIRED EXPERIENCE AND TRAINING:
High School diploma or GED and five (5) years’ experience answering and routing 9-1-1 calls which includes dispatch public safety units in response to emergency assistance and (1) year lead experience at the level of a Public Safety Telecommunicator III.
Associate’s degree from an accredited college or university in Criminal Justice, Public Administration, Business Administration, Communications, or closely related field is preferred.
ADDITIONAL REQUIREMENT:
Must successfully pass a one (1) year probationary period.
Must pass typing test with score of 45 wpm net and score an 80% on the designated testing process of the Gila River Police Department.
Must have a valid Arizona Criminal Justice Terminal Operator Certification Level A.
Must obtain and maintain certification in approved courses: Public Safety Telecommunicator, Cardiopulmonary Resuscitation, Fire Communications, NIMS ICS-100, ICS-200, and ICS-700.
Must obtain within twelve (12) months of employment and maintain the following certification in the following approved courses: Advanced Law Enforcement, Advanced Fire Dispatching, Emergency Medical Dispatch, Communications Training Officer, NIMS ICS-300, ICS-400, and Communications Supervisor Training.
Required to pass a criminal background check; which includes fingerprinting, polygraph test, and drug screening.
Must be able to work rotating shifts, which includes weekends and holidays.
Member of APCO and NENA, preferred.
Tribal Operator’s permit can be required.
