The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

DCH is currently seeking qualified candidates for the position of Regional Director, Personal Care Home Unit with the Healthcare Facility Regulation Division. This position manages programs of regulatory review and enforcement in various areas. This position also performs onsite investigations and audits as necessary. This is a homebased position that will document and conduct on-site surveys and requires regional travel. Regional travel may require up to 90% overnight travel. Occasional weekend and after-hours work may also be required. Must be able to work hours other than 8 AM to 5 PM, Monday through Friday, as necessary. Ability to travel occasionally (i.e., quarterly) for activities such as out-of-town meetings, conferences, or training sessions is required.

Job Responsibilities

Under the direct supervision of the Personal Care Home (PCH) Director, the PCH Regional Director leads and manages staff/surveyors in conducting certification surveys, licensure inspections, complaints and investigations in state program facilities to determine compliance with state and federal laws, regulations, and rules. The Regional Director manages programs of regulatory review and enforcement in various areas. This position also performs onsite investigations and audits as necessary. This position develops and implements policies and procedures for the assigned area. This position manages subordinate surveyors and staff. Additionally, this position:

  • Manages human resources and directs administrative activities, such as interviews, hiring, training, evaluating performance, and disciplining and discharging employees when necessary.
  • Demonstrates knowledge of proposed laws, regulations, and legislation in the assigned program area.
  • Provides oversight for statewide inspections of healthcare facilities.
  • Ensures appropriate dissemination and communication of pertinent regulations and guidelines.
  • Imposes adverse actions against facilities or individuals that have violated HFRD regulations.
  • Monitors the effectiveness of the licensing/certification process.
  • Performs investigations, accountability audits, and other duties related to alleged violations of all applicable statutes, standards, rules, and regulations.
  • Plans and manages statewide regulation and licensing.
  • Plans, organizes, and directs regulatory enforcement activities to meet all applicable statutes, standards, and regulations.
  • Creates and reviews performance management documents with staff as required.
  • Conducts training and presentations as needed or as assigned.
  • Performs other job duties and responsibilities as needed or as assigned.

Essential Job Functions:

  • Coordinate the activities and the unit priorities for complaint resources.
  • Supervises unit staff, including monitoring output, and ensuring compliance with policies and procedures.
  • Tracks, monitors, plans, coordinates, or schedules activities on a complex level to ensure deadlines or requirements are met.
  • Evaluate programs, procedures, or processes for effectiveness through review (reports, forms, operations, findings, quality assurance activities, performance measures, and best practices) and report results or make recommendations to resolve issues or improve performance.
  • Expected to liaise for the assigned area on complex issues with agency staff or outside entities.
  • Plans to attend, participate in, and monitor staff training.
  • Manages and develops staff through conferences, mentoring, training, and performance appraisal.
  • Other duties as assigned by the Personal Care Home Program Director, State Program Director, HFR Deputy Director, or HFR Executive Director.

  • Ability to develop and evaluate administrative policies and procedures.
  • Ability to clearly communicate with others to provide, exchange, and verify information, answer inquiries, address issues, or resolve problems or complaints.
  • Ability to effectively interact with others in political/stressful situations.
  • Ability to coach employees to develop their capabilities, including providing encouragement and training to improve job performance.
  • Ability to problem-solve, multi-task, and organize; excellent interpersonal skills; and ability to track multiple activities with competing priorities.

Minimum Qualifications

Master's degree in a related field from an accredited college or university AND Two years of management experience in the area of assignment OR Bachelor's degree in a related field from an accredited college or university AND Three years management experience in the area of assignment OR Seven years of experience in the area of assignment, Three years of which in a management role OR One year of experience required at the lower level Mgr 2, Regulatory Compliance (RCM051) or position equivalent.
Experience in regulatory compliance and/or program experience with the Personal Care Home or state program providers is required. Successful completion of the is required.
Preferred Qualifications
Preference will be given to candidates that have a healthcare background and, in addition to meeting the qualifications listed above, possess the following:

  • Certification(s) and/or Degree in one or more of the related fields
  • One year of recent experience surveying state facilities such as assisted living facilities, personal care homes, community residential homes, and adult day centers.
  • Experience in utilization review and/or quality assurance in a Personal Care Home (PCH) healthcare setting.
  • Experience conducting assessments and evaluations based on regulations, legal requirements, and/or recognized accreditation standards in a PCH healthcare setting.
  • Demonstrated ability to produce high-quality documentation with attention to detail.
  • Strong communication, organizational, report-writing, and time-management skills.
