Genesis Consulting is leading an advancedfinancial management transformation at one of the largest federal civilianagencies that implement programs designed to mitigate the significant risks offarming through crop insurance, conservation programs, farm safety netprograms, lending, and disaster programs. The program encompasses integratingdozens of mission critical financial applications to a modern SAP application operatingin a FedRamp Certified cloud, while reengineering business process, with theproper internal controls and educating the impacted users and organizations onthe future digital platform.

Duties andResponsibilities:

The SAP InternalControls Consultant will support development of internal controls processesrequired by Federal Manager’s Financial Integrity Act (FMFIA) and GovernmentAccountability Office (GAO’s) Greenbook standards including OMB A-123, AppendixA internal controls support:

• Provide ongoing control designand audit readiness considerations and document control activities throughouteach PI as applicable
• Support development of OMBA-123, Appendix A internal controls work products in the form of processcontrols, flowcharts, and control evaluation matrices
• Support development of USDA andFSA/CCC A-123, Appendix A roles and responsibilities throughout the FFIPimplementation
• Identify and document prior toproduction release the following:

• Process relationship tofinancial statement line items, significant accounts, group of accounts, andmajor classes of transactions
• Control activities aligned tocontrol risks, objectives, and financial assertions
• Inputs, activities, and outputsin place to accomplish the process control objectives
• Identification of key financialreporting controls
• Policies and proceduresgoverning transactions
• Significant provisions of lawsand regulations
• Retained legacy informationsystems used to support the process
• Performance measures supportedby FMMI used by management to ensure controls are in place (e.g., fund balanceswith Treasury, suspense accounts, delinquent accounts receivable, prompt paystatistics, etc.)
• FMMI monitoring activities inplace to ensure controls are functioning properly, and relationships to otherfinancial reporting processes

Requirements

MinimumQualifications/Experience:

• 3-5 years of SAPFederal Financial implementation experience
• Experience creating Internalcontrols work products in the form of process controls, flowcharts, and controlevaluation matrices
• Experience withcreating Process Control documents
• Experience conductingInternal Controls Observation document to highlight key observations formanagement attention. Examples of observations are major changes to thebusiness processes requiring management action (e.g., additional training, new controlneeds to be formalized), potential risks in control designs and suggestions formitigating risks, and business processes where open audit recommendation(s)exist, and activities related to addressing the recommendation(s).
• Demonstratedknowledge of Federal Manager’s Financial Integrity Act (FMFIA) and GovernmentAccountability Office (GAO’s) Greenbook standards including OMB A-123, AppendixA internal controls support
