Environmental Specialist (NEPA) Frisco, Texas
Garver seeks anEnvironmental Specialist to support the preparation ofenvironmental studies and NEPA documentation for various infrastructure projects in Texas.
Garver's Planning and Environmental Team is a growing, collaborative group offering our regional clients full-service environmental capabilities. This position will have the opportunity to make a daily impact on Garver's projects by being involved in a variety of project-types with diverse clients and working collaboratively with internal project teams to support our planning and environmental services through high-quality work.
The Environmental Specialist will:
  • Serve as task lead and assist with preparation of National Environmental Policy Act (NEPA) projects, including CE, EA, and EIS projects.
  • Review and apply procedures for compliance with environmental regulations under NEPA.
  • Prepare NEPA documents for TxDOT and municipal government transportation projects.
  • Conduct field studies and site visits for environmental and planning studies, including habitat assessments and wetlands and waters of the U.S. delineations.
  • Collect and analyze data to be used in developing an inventory of existing conditions, analyzing constraints, assessing potential impacts of proposed actions, and evaluating alternatives.
  • Prepare, review, and edit environmental technical reports.
  • Prepare USACE permit applications in compliance with agency guidance, policy, and laws.
  • Assist with public involvement and stakeholder outreach activities.
  • Prepare scopes of work and fee estimates.
  • Possess specific oral and written communication skills.
  • Direct junior level staff and interact with other staff and team members.
  • Occasionally support Senior staff with client, customer, or official contacts and communication pertaining to specific assignments or meetings.
  • Apply critical-thinking skills and contribute to problem solving.
Requirements
  • Bachelor's degree in an environmental science field, environmental planning, geography, or related field.
  • 7 to 10 years of experience working in the environmental planning field, completing surveys, fieldwork, habitat assessment and permitting.
  • Wetland delineation training certification and permitting experience
  • Able to work in office environment with some travel and field work required.
  • Proficiency with Microsoft Office
  • Proficiency with ArcGIS
Preferred Skills
  • Established knowledge of State and Federal environmental regulations and guidelines.
  • Experience preparing environmental reports and documentation for transportation, aviation and/or water infrastructure projects.
  • Experience preparing environmental technical reports and documentation for TxDOT projects.
  • Experience working on projects for municipalities.
  • Experience coordinating with Federal and State resource agencies.
  • Experience with public involvement and outreach.
  • Excellent communication skills and able to work on a collaborative team.
  • Availability for occasional overnight travel (generally less than one week).
