Distinguishing Characteristics
  • Environmental Health Specialist I: This is the entry-level position in the environmental health classification series. This position is responsible for performing the more routine tasks and duties assigned. Assignments are generally limited in scope and are performed within a procedural framework.
General Purpose Of JobConducts a wide range of technical environmental health functions related to oil and gas development, air quality, water quality, hazardous materials and waste management, land use, onsite wastewater, consumer protection (childcare, retail food, and schools), epidemiology (foodborne, waterborne and vector borne diseases), and emergency preparedness and response. Participates as part of an environmental health team.
Essential Job Functions(These duties are illustrative of typical essential responsibilities of the job, any one position may not include all the duties listed and may vary according to assignment)Environmental Health Specialist I
  • Under close supervision, with an appropriate level of training, conducts a wide range of technical environmental health work related to oil and gas development, air quality, water quality, onsite wastewater, hazardous materials and waste management, land use, consumer protection, epidemiology, public health nuisances, and emergency preparedness.
  • Conduct inspections and investigates the sanitary conditions for compliance for facilities and operations, such as: retail food establishments, grocery stores, temporary retail food establishments, childcare and school facilities, waste tire facilities, on-site wastewater treatment systems, air pollution emission sources, etc. The following activities may be conducted within the inspection program:
    • Enforce State and Garfield County laws and regulations and initiate appropriate legal action under the direction of the supervisor.
    • Investigate complaints and determine validity. Conduct investigation in conjunction with local, State and Federal agencies. Assist in the investigation of communicable disease outbreaks.
    • Perform field sample collection, including but not limited to, water quality, wastewater discharges, air quality, potential food-borne illness, etc. Utilize technical equipment in the course of routine inspections.
    • Write summary reports and appropriate correspondence.
  • Complete assigned work and duties in a timely and professional manner. Employs appropriate guidelines or regulations. Majority of workload fits within normal bounds. Supervisor/senior staff more regularly involved in decision making.
  • Efficiently use of County resources and work to implement changes that increases efficiencies within the department.
  • Understand and work to ensure that County, department and division mission statements, visions, goals are met.
  • Prepares and conducts environmental health education programs aimed at effectively presenting technical and scientific information to the public.
  • Interacts with federal, state, and local government agencies, private industry, and other organizations to assist in coordinating environmental health activities.
  • Collaborates with other department personnel to assure consistent application of regulations and department policies.
  • May review blueprints, floor plans, and facility plans for compliance with applicable regulations.
  • Maintain sensitive and confidential records information. Follow the Garfield County Code of Conduct and adhere to strict confidentiality guidelines, including HIPAA, and the appropriate non-disclosure and/or release of information.
