GAP Solutions, Inc. is Hiring a Program Manager - Special Projects Near Herndon, VA

The Program Manager will work within a management team, and with Portfolio Managers and/or Senior Program Managers. Program Manager is responsible for oversight of contract and financial performance, service delivery, quality management, employee management, business growth, and proposal development activities. The ideal candidate will identify new relationships and deliver experience to current engagements, providing leadership to ensure that every engagement is successful.

Duties and Responsibilities:

  • General Duties:
  • Is responsible for a well-defined program or multiple projects within a portfolio structure.
  • Directs and oversees performance of Project Managers within a portfolio, and may also direct onsite Managers, Leads., first line project supervisors, and other staff in support of customer requirements.
  • Provides direction and mentorship to Project Managers and other junior staff within a portfolio.
  • Ensures administrative, procedural and operational guidelines set forth by customer contracts, contract vehicles, task orders, and organizational policies and procedures are followed.
  • Oversees project performance against requirements and metrics and production of deliverables.
  • Responsible for overall project performance and management of and issues that may arise and applies hands-on support to troubleshoot and resolve issues.
  • Coordinates and executes organizational and portfolio quality management activities in accordance with requirements of ISO 9001: 2015 registered Quality Management System.
  • Develops improvement initiatives and manages scope, strategy, project plans, resource allocations and budget for each engagement
  • Serves as primary interface and point-of-contact to clients; provides next-level coverage for customer interfaces of subordinate Project Managers within the portfolio.
  • Reports activities and those of subordinate Project Managers/Leads to senior staff members within the portfolio structure.
  • Attends meetings with Client personnel including, Contracting Officer, COR/COTR, Technical Monitors, or others to ensure contract compliance and customer satisfaction. Contribute and make recommendations to client requirements as needed.
  • Responsible for quarterly client project meetings, in-process reviews (IPRs), and sales objective reviews (SORs).
  • Identify, develop and manage the client and employee relationship.
  • Develop process improvements for work delivery and contract services.
  • Provide leadership to cross functional teams in multiple offices.
  • Personnel related duties:
  • May manage 80 employees depending on programs and contracts.
  • Synthesize data acquired from client and employee to prepare/conduct annual/interim performance reviews for employees in the field, and Project Managers within the portfolio.
  • Handles personnel actions including HR compliance issues, submits personnel action change forms, makes hire recommendations, and implements disciplinary actions.
  • Reviews and approves employee timesheets and manages time and attendance.
  • Respond to employee inquires and needs by answering moderate and complex questions and concerns and directing them to the appropriate department (HR, Payroll) as needed.
  • Responsible for collaborating with the customer, Project Managers, internal recruiting department, and human resources to staff vacancies.
  • Schedule, coordinate and attend employee events to include employee recognition events, luncheons, and happy hours.
  • Prepare summaries for employee awards, contract past performance write ups, internal reports and newsletter content.
  • Reporting duties:
  • Effectively manages requirements and reports data for projects and programs valued at $2M or more.
  • Monitor contract/project activities to ensure scope of work, project management plans, reporting deliverables, training, and delivery schedule are well-defined and maintained.
  • Analyzes performance and briefs portfolio team and others on project delivery, cost, profit and loss (P&L), to include assigned projects and those of subordinate Project Managers.
  • Prepare client reports and deliverables using MS Office tools as needed for analysis of hours worked, burn rates, workload statistics, etc. to ensure successful financial and program management of contracts.
  • Proactively develop and send written communications, status reports, and updates to organizational stakeholders
  • Business Dev. duties:
  • Understand client’s business processes and strategic priorities
  • Develop working knowledge of the client’s organization and mission
  • Work closely with clients and in-house experts to implement solutions that help customers achieve business goals
  • Identifies organic and new business development opportunities related to growth of business in support of a particular customer or segment.
  • Identifies new and related opportunities for growth with existing clients.
  • Identifies targets to deliver existing services to new clients.
  • Proactively executes business development tasks and actions based on needs within the portfolio.
  • Serves as a major contributor for proposal development and capture activities for re-competes, new projects, and assigned projects within the portfolio as directed.
  • May perform other duties as assigned.

Basic Qualifications:

  • Bachelor’s Degree required
  • Five (5) years of relevant work experience to include at least two (2) to five (5) years of experience in government contracting. Relevant government contracting experience requires management of large and complex contracts (i.e. IDIQ, BPA, T&M,. FFP type contracts), and experience leading a geographically dispersed team.
  • Subject Matter Expertise and/or military/civilian experience in a related discipline is required.

Minimum Qualifications:

  • Project Management Professional (PMP) certification is preferred but not required
  • Previous experience in an onsite project or program management role is preferred.
  • Active Secret or Top Secret clearance highly desired
  • Ability to obtain and maintain a Secret or Top Secret clearance
  • Demonstrated success in a project-based consulting environment
  • Demonstrated ability to lead projects that successfully deliver practical and innovative solutions to clients
  • Proven ability to cultivate and maintain relationships with government and other high-profile clients
  • Experience selling and delivering services to U.S. Federal agencies
  • Must be able to travel locally up to 50% during business hours
