GAP Solutions, Inc. is Hiring a Mid Contracting/Acquisitions Program Manager Near Washington, DC

This position will be directly supporting the Contracting Officers in the Division of Contract Management & Acquisitions within the Biomedical Advanced Research and Development Authority (BARDA). In addition to extensive FAR based contracting experience, successful candidates will need to have understanding and experience in cost reimbursement.

Duties and Responsibilities:

  • Experience in FAR based contracting covering cradle to grave of the full acquisition life cycle from Acquisition Planning through Closeouts is required.
  • Demonstrated experience with close-out of contracts is required.
  • Demonstrated ability in developing, preparing and presenting terms and conditions in requirements related to the award and administration of FAR based contracts.
  • Demonstrated ability to work effectively with program managers, project officers, and technical subject matter experts analyzing requirements documents and developing work statements.
  • Demonstrated experience analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends and evaluating economic factors. Evaluating methods of allocating cost through various types of overhead and general and administrative expense.
  • Demonstrated ability negotiating, awarding, and administering competitive and sole source contracts and the analysis of procurement policies and procedures related to FAR-based contracts.
  • Demonstrated experience with Fixed-Price, Cost-Reimbursement, Cost Sharing and Indefinitely Delivery Indefinite Quantity (IDIQ) contracts.
  • Demonstrated experience with System for Award Management (SAM.gov), General Services Administration (GSA) eBuy, GSA Federal Supply Schedules, and Government-Wide Acquisitions Contracts.
  • Demonstrated experience in assisting Government Contracting Officers in the development of Request for Information, Request for Proposals, Request for Quotations, Market Research Reports, Source Selection Plans, Acquisition Plans, Acquisition Strategies, Solicitations, and Broad Agency Announcements.
  • Demonstrated ability in drafting documents in support of the Government Contracting Officer to complete their price and cost analysis to include performing detailed analysis of all elements of cost and proposed indirect rates in proposals.

Basic Qualifications:

  • Minimum experience of 5-7 years working with Contracting Officers
  • Bachelor’s Degree required
  • Extensive FAR based contracting experience, with experience in cost reimbursement
  • Experience with close-outs is required

Minimum Qualifications:

  • Understanding of Other Transaction Authority (OTA), and/or R&D contracting highly desirable
  • Demonstrated experience with Department of Defense R&D cost type contracts and use of Other Transaction Authority (OTA) is highly desirable.
  • Prior Federal experience as a FAR based Contracting Officer/Contract Specialist and Other Transactions Agreements Officer/ Specialist is highly desirable.
  • Excellent communication and writing skills – specifically the ability to write complex technical documents.
  • Ability to be detailed orientated and manage multiple priorities.
