We are hiring a senior analyst with JCIDS Subject matter expertise to support the Navy Expeditionary Combat Enterprise (NECE) JCIDS project, which includes other stakeholder equities, given tasks originally derived from OPNAV N957 requirements. In this role, you will analyze current joint doctrine, naval operations concepts, and existing program documentation and reports for select mission area(s). Additionally, you will work within the JCIDS process to develop formal JCIDS products for mission area(s). Formal JCIDS products may include but not limited to the Capability Based Assessment (CBA), DOTmLPF-P Change Recommendation (DCR), and Initial Capabilities Document (ICD) used to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new naval/mission concepts to meet evolving joint mission objectives. The Joint Capabilities Integration and Development System (JCIDS) is the formal United States Department of Defense (DoD) process which defines acquisition requirements and evaluation criteria for future defense programs. JCIDS is intended to guide the development of requirements for future acquisition systems to reflect the needs of all five services by focusing the requirements generation process on needed capabilities as requested or defined by one of the US combatant commands. In an ideal implementation of the JCIDS process, regional and functional combatant commanders give early and continuous feedback into the acquisition and sustainment processes to ensure their current and evolving requirements are known and met.

Responsibilities

  • Provide research and analysis activities to support the objective of identifying and validating the overarching JCIDS requirements for NECE forces, including Marine Corps and other stakeholder equities.
  • Review and analyze joint doctrine, naval operations concepts and existing program documentation and reports to execute an informed assessment of requirements for programming and executing a manned, training and equipment expeditionary force ready for combat against near-peer competitors.
  • Support development and presentation of expeditionary mission requirements documentation (JCIDS products) to include but not be limited to Analysis of Alternatives (AoA), Capability Based Assessments (CBA), DOTmLPF-P Change Recommendation (DCR), Initial Capabilities Development (ICD), Capability Development Document (CDD) and Top-Level Requirements (TLR) Documentation.
  • Provide expertise to Government sponsors for navigating the JCIDS process and ensure document submissions are correct and complete, in compliance with the JCIDS manual.
  • Review the CBA, ICD, AOA, and DCR for the Naval Construction Force (NCF) as well as the ICD for NAVELSG; assess gaps within these documents that may apply to the NECE JCIDS effort and documentation.
  • Review and assess USMC doctrine and how it may impact NECE JCIDS documentation and recommendations as some key USMC expeditionary issues may align with NECE concepts/mission areas.
  • Assess opportunities to obtain waivers for some JCIDS products (if they apply and depart from the JCIDS approach) via the MDA and FCBs.
  • Independently analyze unique problems and determine logical and appropriate analytical and non-analytical solutions and apply those solutions towards feasible recommendations. Formulate alternative courses of action, concepts or strategies applying appropriate methodologies to analyze cost/benefit alternatives and compare themDevelop and present high-level briefings to senior government.
  • Support a wide variety of analytical projects involving requirements generation, concept of operation development, roadmap development, and life-cycle acquisition support.
  • Support the organization and execution of mission area working groups to collate fleet inputs and demands into defined fleet needs for resourcing consideration.
  • Assist in data capture from working group discussions to define operational, process or activity models, capability requirements, performance parameters and prioritize capabilities required to fill capability gaps.

Education/Qualifications

Required:

  • Active U.S. Dept. of Defense Secret clearance.
  • Bachelors Degree in Engineering or related discipline. 
  • 7 years experience supporting DoD or government agencies.
  • 7 years of experience with JCIDS and JCIDS document development.
  • Familiarity with the DoD acquisition process.
  • Experience briefing senior military officers.
  • Up to 10% CONUS travel.
    • Typical destinations include Washinton DC, Norfolk, VA and Williamsburg, VA.

Preferred:

  • Joint military experience (joint task force headquarters and/or higher).
  • Experience defining, constructing key performance indicators (KPIs) and validating thresholds with SME.
  • Familiarity with United States Marine Corps Force Design 2030 concepts.
  • Experience managing or leading JCIDS document development projects.
