Freeborn County is Hiring a Deputy Recorder Near Albert, MN

The Deputy Recorder position is responsible for performing a variety of diverse and complex tasks that require knowledge of Minnesota Statutes and Rules, Minnesota Vital Records, Discharge Access Database System, Minnesota Official Marriage System, Minnesota Registration and Certification and Minnesota Title Standards. This position is responsible for processing all documents recorded within Freeborn County, all marriage, death and birth records for Freeborn County. There is travel to meetings and trainings. This position uses the Minnesota Registration and Certification system to print and process certificates. In addition, monthly reports for marriage and death certificates, as wells as reports to the state for the breakdown of all recording fees received. Process State and Federal Tax Liens that are being filed through the Secretary of State’s office. All real estate transactions are then entered into our system numerically, grantor and grantee indexed, scanned, tract indexed and verified.

Duties and Responsibilities
  • Prepares and maintain vital record applications and records (birth, death marriage certificates and marriage licenses).
  • Review legal documents to ensure statutory regulations are met, proper fees are submitted.
  • Maintain on-line Discharge Access Database System – enter in all DD214 recording information into data base and provide copies as requested through the database.
  • Maintains phone line and answers questions regarding vital records and real estate.
  • Assist public with questions regarding vital records and real estate documents.
  • Processes State and Federal Tax Liens.
  • Grantor/Grantee Indexing within real estate programs.
  • Completes and Submits monthly vital records reports to the State.
  • Process all incoming and outgoing mail.
  • Services as contact to banks, law firms, title companies, and other agencies to resolve issues. Returns unrecordable documents with explanations and maintains a list of rejected documents.
  • Prepares weekly deposits, monthly reports, and balances daily real estate and vital transactions, and maintain escrow deposits.
  • Works with Environmental Services as needed on new Certificates of Survey and requirements for surveys.
  • Prepares the annual Mortgage Foreclosure Report for Auditor’s Office.
  • Work closely with Auditor/Treasurer’s office on the recording of real estate documents.
  • Attends training, conferences and staff meetings as required.
  • Performs a variety of shared core or common duties and responsibilities:
o Provides client/customer service duties; assists members of public by collecting fees, reviewing applications and receipting of money. o Greets customers, determines nature of questions and provides information or refers to others. o Records information enters accurate data, prepares reports, narratives or correspondence; update and maintain department files and records real estate documents.
  • Performs specialized or technical support functions within the office of assignment by applying rules, guidelines and office techniques or procedures unique to the office such as:
o Organize and establish office routines for the maintenance of files, records, and correspondence.
o Oversee records management systems.
o Complies with relevant Statutes, Rules and requirements.
o Install software applications; provide assistance and training to staff in applications.
Performs recording keeping within the office such as:
  • Tracks budget amounts.
  • Orders supplies, materials and equipment.
  • Prepares vouchers and purchase orders.
  • Assists in compiling financial data for budget.
  • Posts and enters disbursements and expenditures.
  • Reconciles and balance accounts and statements.
  • Returns all real estate documents.
  • Assist the public or other county employees in obtaining answers or answering questions by searching department files and records, applying knowledge of department operations and implementing department routines and techniques.
  • Provides training and assistance to other staff, volunteers or others. Orients new employees.
  • Organizes and plans for special events, meetings and conferences.
  • Coordinates and organizes materials for special projects, participates on committees or boards as assigned.

Position Requirements

Knowledge, Skills and Abilities
o Knowledge and ability to search Minnesota Statutes and Rules.
o Knowledge and ability to search Minnesota Title Standards.
o Knowledge of specialized programs for recording and vital records.
o Knowledge of terminology and technical requirements specific to the office assignment.
o Knowledge of operations, policies and procedures of assigned department.
o Knowledge of accounting, daily and monthly reports, escrow accounts, and accounts receivables.
o Ability to use computers, scanners, and relevant software.
o Effective oral and written communication skills.
o Ability to work independently and accurately.
o Skills in managing time and setting priorities.
o Ability to handle a variety of typical assignments and problems under moderate supervision within standard operating procedures using moderate analytical ability.
o Ability to maintain effective communication and relationships within the department, with other departments, with other governmental agencies and with the public.

Education and Experience • Four-year degree in Accounting or Paralegal training.
  • Six years of relevant work experience and training.
  • Or an equivalent combination of education, training and experience.

This job typically requires sitting, standing, walking, feeling, manual dexterity, grasping, talking, hearing, typing, and seeing. There is exposure to computer keyboards and video screens. This position is generally light-duty and may require the exertion up to 20 pounds of force.
