FRANKLIN COUNTY GOVERNMENT is Hiring an Administrative Support Specialist III Economic Development Near Louisburg, NC

General Statement of Duties

Employees in this class perform a wide variety of administrative and technical support, secretarial, and office management functions. Work generally requires that employees independently perform assigned administrative and technical functions that support a program area of the County operation. Generally, positions in the class require office management and supervisory skills, and often include program management tasks. Administrative duties require a high level of professionalism, tact, and discretion in handling sensitive or confidential matters in the program areas. The employee may be assigned projects that are paraprofessional in nature that would require advanced training or considerable program experience to function at a competent level. Work requires independence and self-initiative in activities and may include providing technical assistance to other staff in the organization. Problems are brought to the attention of the director, with issues researched and with alternative solutions suggested. The employee may be involved in maintaining operational policy and procedure in a technical environment. Sound judgment is required in performing the responsibilities. Work is performed under the supervision of the department head and is evaluated through work planning and monitoring interactions, observation, conferences, feedback from citizens and staff, and ongoing evaluation and testing of the quality and effectiveness of work processes.

Duties and Responsibilities/Knowledge, Skills, Abilities

Thorough knowledge of department’s functions and purpose; communicates that mission to the staff and public.
Considerable knowledge and ability to use official business practices.Considerable knowledge of working with data, figures, rates, mathematics, and conducting specialized research.
Considerable knowledge of county function to which assigned and related policies, procedures, and regulations.
Knowledge of digital marketing, newsletter, and social media.
Ability to communicate effectively and to conduct the department’s business in person and by telephone.
Ability to gather and give comprehensive information and instructions, based on program knowledge and independent research.
Ability to communicate technical knowledge of the economic development program operations and organizational programs.
Superior ability to be tactful and courteous, while being persuasive and confident on County business.
Proficiency with a variety of specialized technology that operate the business systems for the County and the assigned department.
Ability to use a wide variety of other software and computer technology, including the Internet, to generate work for the office assigned; Microsoft Office, CANVA and photoshop a plus.
Ability to compile information based on general instructions.
Ability to plan and supervise the placement of records, reports, and files into a proper sequence.
Ability to establish and maintain effective working relationships with supervisor, employees, and the public.
May need the ability to plan, organize, monitor, evaluate, and delegate duties to others.
Secures information via telephone or personal contact; selects appropriate materials to answer questions and often handles the inquiries independently for the organization.
Handles confidential or sensitive technical information in an appropriate manner.
Maintains accounting, taxation, and budgetary functions for the department including monthly reports; office purchases, operating supplies, and materials with the approval of the director; provides recommendations on equipment and technology upgrades to the department head; compiles information for the department budget.
Collects and analyzes data; conducts research, analysis on economic trends, prepares reports and presentations using a variety of sources; compiles reports and maintains program files.
Monitors public news sources, in a variety of formats, for current information relating to Franklin County, and reports findings to the staff.
Establishes and maintains ongoing relationships with local landowners and real estate brokers to keep informed of non-residential property listings within Franklin County and maintains the Franklin County EDPNC Property listings in Zoom Prospector.
May serve as secretary to one or more boards by developing agenda, making meeting arrangements and taking and transcribing minutes, and posts meeting agendas and minutes to Franklin County’s Documents on Demand.
Provides customer service; answers a variety of questions from public officials and the public.
Drafts and composes correspondence and technical reports.

Desirable Education and Experience

Associate’s degree with considerable experience in or office management setting including considerable public contact experience and in handling complex technical processes and some supervisor or lead worker experience; or an equivalent combination of education and experience.
Knowledge of the Principles of Economic and/or Business Development a plus or willingness to learn.
Special Requirements
Must possess a valid North Carolina driver’s license upon hire.
Must be highly organized, detailed focused and be able to perform multiple projects simultaneously.
Demonstrated high level of business professionalism.
May be required to obtain specific certifications, and attend courses, seminars and/or trainings depending upon the department assigned to.
Must have demonstrated proficiency in the use of Microsoft Office Professional.
