Evaluator, Clinical and Community Partnerships The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City. PROGRAM OVERVIEW The NYC Department of Health and Mental Hygiene (DOHMH) implements a Citywide Doula Initiative, which focuses on doula support before, during, and shortly after childbirth, as well as related services. This work is performed by DOHMH directly and in partnership with community-based doula programs around the city. The program strengthens DOHMH’s work with maternity hospitals though the Maternity Hospital Quality Improvement Network (MHQIN), which creates doula-friendly hospital policies and practices, and increases provider referrals to doula services. POSITION OVERVIEWIn support of a National Institute of Health (NIH) grant, the Clinical Community Partnership Evaluator will evaluate the doula-friendly hospital model by tracking referrals from hospitals to doula programs, support capacity assessments, conduct key-informant interviews, and evaluate process improvement. RESPONSIBILITIESEvaluate participating maternity hospital progress in implementation of the doula-friendly hospital model, and in collaboration with doula-friendly hospital team, provide technical assistance as needed.Develop and oversee workplan for doula-friendly hospital evaluation plan. Regularly update implementation tracker and revise as needed.Update capacity assessment as needed, implement and score hospital capacity assessments, and provide to hospitals. Review scored capacity assessments with hospitals. Develop and implement surveys with hospital staff and doulas and conduct qualitative analysis. Develop closeout scorecards for maternity hospitals based on completed action items from action plan, scoring each hospital on level of hospital doula-friendliness, and providing list of completed action steps.Update and support hospitals implementation of labor culture surveys.Track indicators and accomplishments for progress reports.Develop and conduct key informant interviews with hospitals to elicit feedback from providers, nurses, midwives, etc. on participation in doula-friendly hospital component of MHQIN. Analyze and utilize data to inform and plan for future programming.Serve as co-investigator on NIH grant evaluating the multi-level effects and implementation of doula programs for Medicaid-eligible birthing people in NYC. Support NIH grant in analyzing stakeholder perspectives on and experiences with the MHQIN doula-friendly hospital program and its implementation.Collaborate with strategic program planning and participate in team meetings. Work with CDI Evaluation Manager to track hospital referrals to community-based doula programs.Support CDI Evaluation Manager on conducting a Return-on-Investment analysis of the initiative.Conduct literature reviews to inform evidence-base of program model. QUALIFICATIONSA master’s degree in public health or related discipline.At least 2 years' experience in research and evaluation. Strong background in program evaluation and implementation, as well as process evaluation.
