Forsyth County is Hiring a Planning Manager, Zoning Division Near Cumming, GA

The purpose of this classification is to supervise operations and activities of the Zoning Division. This Division is responsible for the review of zoning applications, conditional use permits, home occupation permits, sketch plats and zoning condition amendment applications to ensure compliance with the Forsyth County Unified Development Code and Comprehensive Plan.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations; conducts or coordinates training activities.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
Ensures division compliance with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
Consults with Director of Planning & Community Development and other officials to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
Supervises current/long-range planning functions; anticipates long range needs of the community; oversees review of development applications for compliance with County codes, ordinances, and comprehensive plan.
Coordinates interpretation and application of County codes, comprehensive plan, ordinances, and regulations pertaining to zoning, land use, and site development; researches code-related issues in code books as needed; initiates any actions necessary to correct deviations.
Proposes ordinances and regulations for presentation to Board of Commissioners and to the public.
Develops, updates, and implements division policies and procedures; assists in developing, editing, or updating Unified Development Code or other documents.
Conducts research and analysis pertaining to long ranging planning and impact of proposed construction projects; researches and compiles various statistical, demographic, or administrative data; makes applicable calculations; analyzes data and identifies trends; prepares reports, charts, graphs, and presentation materials; conducts research of computer databases, Internet sites, hardcopy materials, or other sources as needed.
Develops and implements division budget; monitors expenditures to ensure compliance with approved budget; coordinates preparation of grant applications and administration of grant funds.
Attends various meetings; participates on various committees and ad hoc committees; presents division documentation and recommendations at meetings.
Provides information and technical assistance to citizens, property owners, land developers, contractors, architects, staff members, County officials, or other individuals/agencies regarding planning/zoning issues, land use issues, codes/ordinances, plan reviews, land development review procedures, permits, fees, or other issues; responds to routine questions or complaints; researches problems and initiates problem resolution.
Prepares or completes various forms, reports, correspondence, ordinances, regulations, comprehensive plan, budget documents, performance evaluations, staff technical reviews, maps, presentation materials, or other documents.
Receives various forms, reports, correspondence, budget reports, payroll documents, leave reports, staff technical reviews, permit applications, architectural drawings, site plans, elevations, plats, legal descriptions, surveys, photographs, trade journals, technical reports/articles, census data, maps, comprehensive plan, codes, ordinances, regulations, standards, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Maintains file system of departmental records and documentation.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, presentation, e-mail, Internet, or other computer programs.
Operates a variety of equipment and tools associated with work activities, which may include a motor vehicle, calculator, general office equipment, engineering scale, or measuring devices.
Coordinates division work activities with those of other divisions, other departments, outside agencies, or others as needed.
Communicates with director, employees, other departments, County officials, local/state/federal agencies, property owners, architects, developers, surveyors, attorneys, consultants, utility companies, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate.

Assignment as Planning Manager in the Zoning Division may include the following duties:

Works independently in a highly visible position, advising various boards on zoning issues.

Assign work, supervise staff, and manage daily planning activities for zoning division staff.

Manage the rezoning process (rezoning applications, conditional use permits, sketch plats, home occupation permits ) and the zoning condition amendment process.

ADDITIONAL FUNCTIONS
Performs fieldwork as needed; conducts site visits, code violation inspections, or windshield surveys; posts signs at sites.
Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Performs other related duties as required.
Bachelor’s degree in Urban Planning, Public Administration, or closely related field; supplemented by six (6) years previous experience and/or training that includes urban planning, local/regional land use, zoning, land development plan review, site plan review, budget administration, supervision, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. AICP (American Institute of Certified Planners) certification and Georgia Soil and Water Conservation Commission Level II (GSWCC) are preferred.
