Forsyth County is Hiring a Comprehensive Planning Manager Near Cumming, GA

The purpose of this classification is to assist in directing operations and activities of the Department of Planning & Community Development, including activities involving code interpretation, customer service, budget administration, supervision of personnel, and supervision of operations within the Zoning and Policy Divisions.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
Assists in ensuring departmental compliance with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
Consults with Director of Department of Planning & Community Development, County Manager, Board of Commissioners, and other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
Performs the duties of Director of Department of Planning & Community Development in absence of the Director and Deputy Director.
Assists with supervision, planning, budgeting, and operational management within the Zoning and Policy Divisions; works with division managers to resolve problems and conflicts; participates in staff meetings to review department progress and plans.
Assists in developing, updating, and implementing policies and procedures; recommends and drafts amendments to departmental policies and County policies as appropriate.
Assists with development and implementation of the budget for the Zoning and Policy Divisions; evaluates budget reports and makes budgetary recommendations; monitors expenditures to ensure compliance with approved budget.
Assists in developing and implementing long/short term plans, goals, objectives, and organizational structure for the Zoning and Policy Divisions; assists in evaluating efficiency and effectiveness of operations, methods, procedures, and use of resources; recommends and/or implements improvements as needed.
Interprets and applies County codes, comprehensive plan, ordinances, and regulations pertaining to zoning, land use, site development, or other applicable areas; researches code-related issues in code books as needed; reviews and analyzes regulations of other federal, state, and local jurisdictions; recommends changes to various ordinances or policies as appropriate and manages related work.
Reviews development projects to ensure compliance with comprehensive plan.
Performs administrative tasks; prepares correspondence on behalf of Director; prepares technical study reports to recommend actions.
Researches and compiles various statistical, demographic, or administrative data; makes applicable calculations; analyzes data and identifies trends; prepares reports, charts, graphs, and presentation materials; conducts research of computer databases, Internet sites, hardcopy materials, or other sources as needed.
Responds to requests for information from the public; provides technical assistance and information to developers, contractors, attorneys, the public, and County officials regarding planning/zoning issues, land use issues, code/ordinance interpretation, development policies, site plans, plan reviews, review procedures, permits, fees, documentation, or other issues; responds to questions/complaints, researches problems, and initiates problem resolution.
Meets with members of the building/construction community regarding projects and County policies/procedures; answers questions and explains related issues; meets with community organizations to provide input and answer questions.
Prepares or completes various forms, reports, correspondence, budget documents, performance evaluations, agendas, ordinance amendments, technical study reports, spreadsheets, flow charts, or other documents.
Receives various forms, reports, correspondence, budget reports, attendance reports, staff technical reviews, permit activity reports, engineering drawings, site plans, subdivision plats, legal descriptions, surveys, photographs, trade journals, technical reports/articles, census data, maps, comprehensive plan, codes, ordinances, regulations, standards, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Maintains files, records, and documentation for the Zoning and Policy Divisions.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, presentation, geographical information system (GIS), e-mail, Internet, or other computer programs.
Operates a variety of equipment and tools associated with work activities, which may include a motor vehicle, calculator, general office equipment, engineering scale, or measuring devices.
Communicates with director, employees, other departments, County officials, local/state/federal agencies, property owners, architects, developers, surveyors, attorneys, consultants, utility companies, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Attends various meetings, serves on committees, and makes presentations as needed; represents the department and/or the County at intergovernmental functions.
Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate.
ADDITIONAL FUNCTIONS

Performs general/clerical tasks, which may include answering telephone calls, sending/receiving faxes, making copies, filing documentation, or processing incoming/outgoing mail.

Performs other related duties as required.

Bachelor’s degree from an accredited college or university in Urban Planning, Public Administration, or closely related field; supplemented by five (5) years previous experience and/or training that includes urban planning, local/regional land use, zoning, land development plan review, budget administration, management, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Operation of a motor vehicle requires possession and maintenance of a valid Georgia driver’s license.
