Foothills Regional Housing is Hiring a Compliance and Special Projects Assistant Near Wheat Ridge, CO

Foothills Regional Housing "FRH" is a prominent real estate developer, manager, and program administrator for affordable housing. FRH is currently looking for a Compliance and Special Projects Assistant responsible for all aspects of housing compliance including reporting, policy and procedures, and onsite file reviews for the Foothills Regional Housing (FRH) portfolio of projects. This position supports the Division Directors with compliance matters working collaboratively with site managers and the entire Leadership Team. Primary responsibility will be ensuring FRH is in compliance with HUD, Tax Credit, State, Use Covenants/LURAs, and local government regulations. Areas of concern and non-compliance issues will be discussed with the Compliance and Property Operations Teams for correction. The individual must be organized, detail-oriented, well-versed in interpreting rules and regulations, and compliance minded.
Requirements
DUTIES AND RESPONSIBILITIES:
1. Assist with special projects which may include but is not limited to: URA compliance and monitoring, Davis-Bacon compliance and monitoring, CORA compliance, preparation of SOPs, Affirmatively Furthering Fair Housing Plan, and other special projects related to compliance.
2. Act as Section 504 Agency Officer for issues regarding Reasonable Accommodations and accessibility issues.
3. Ensure all leases, attachments and forms are compliant with Federal, State and Local landlord-tenant laws, and with HUD requirements.
4. Monitor federal and state laws regarding the Violence Against Women Act, Tax Credit Program, and other governing regulatory developments related to affordable housing and incorporate changes into policy and procedure.
5. Ensure Affirmative Fair Housing Marketing Plans are up to date and available.
6. Prepare annual compliance reports for funding agencies and other entities as required and create a schedule to ensure all reports are submitted timely.
7. Conduct regular on-site file reviews and work with the property staff to make any necessary corrections.
8. Verify the accuracy of electronic records prior to any file review submission.
9. Work with on-site management to correct findings and prepare a response. Jointly create and maintain a master calendar to ensure all reporting to the appropriate agencies and/or asset managers are completed and delivered by the required deadline.
10. Monitor compliance weaknesses and recommend training opportunities.
11. Other general compliance and special project duties as needed or directed.
REQUIRED SKILLS AND ABILITIES:
  • Be knowledgeable in areas of Fair Housing laws for the State of Colorado.
  • Be knowledgeable in Landlord Tenant Law.
  • Be knowledgeable in regulatory requirements for 50059, LIHTC, and HOME programs.
  • Ability to read and understand investor agreements
  • Ability to communicate effectively both orally and in writing.
  • Ability to shift priorities in an atmosphere where interruptions are frequent.
  • Ability to meet all timelines and target dates with complete and accurate reporting.
  • Proficiency with computers (especially Windows and MS Office), and ability to learn property management software.
  • Must successfully pass required background checks prior to an offer of employment.
  • Ability to work independently in addition to working as a member of a team.
  • Demonstrates the necessary attitudes, knowledge, and skills to deliver culturally competent services and work effectively in multicultural situations.
  • Support and uphold the mission and values of FRH.
  • Valid Driver License. Travel to, from, and between properties will be required.
EDUCATION AND EXPERIENCE:
  • BA or equivalent education or experience in a related field.
  • Three years' experience practicing compliance with strong knowledge of HUD 50059, HOME, and Tax Credit requirements.
  • Working knowledge/experience with HUD 4350.3 handbook and IRS section 42 compliance.
  • Understanding of basic multifamily property management concepts.
  • Working knowledge of the Landlord/Tenant Act and Fair Housing Policy.
PAY RANGE: $64,000-$72,000 per year.

WORKING CONDITIONS:
  • Physical Demands: The position is in an office setting. In the office it is primarily sedentary but requires the ability to move boxes or items weighing a maximum of 20 pounds; positioning oneself to maintain files in filing cabinets; ability to operate personal computers and office equipment; ability to observe documents and record and interpret information; ability to communicate information and ideas so others will understand. Must be able to exchange information in these situations.
  • Work Environment: Works in a clean, comfortable environment in the office.
  • Equipment Used: Frequently uses standard office equipment including but not limited to personal computers, scanners, calculators, printers, telephones, fax, and copy machines.
