Filius is seeking a Cargo Fuels Management Accounting (CFMA) Training Support Analyst (TSA) and Instructor for an upcoming contract with the United States Navy’s Military Sealift Command (MSC) based in Norfolk, VA. The primary responsibilities are to support the MSC Continuous Monitoring Program (CMP) for fuels and provide training and inspections for vessels ashore and afloat. Inspections will be a combination of urgent Assist Visits and long-planned Shipboard Material Assessment Readiness Testing (SMART) inspections on Government Owned, Government Operated (GOGO) and Government Owned, Contract Operated (GOCO) vessels.

TThis position is hybrid remote at the MSC Headquarters in Norfolk, VA with expected travel of up to 50% of the year. Travel will entail visiting ashore and afloat vessels in both the Continental United States (CONUS) and Outside CONUS (OCONUS) to provide assistance and conduct inspections and training. Local training sessions and inspections within the greater Norfolk, VA area will not qualify for travel or expense reimbursement; therefore, personnel must be located within a reasonable and reliable commute of Norfolk, VA to attend meetings, conduct briefings, and direct local training activities, some of which will be impromptu or with minimal advance notice. The non-travel time split between on-site and remote work will fluctuate based on surges, ship locations, and mission forecasts and does not follow any specific schedule.

Qualifications:

  • Minimum of ten (10) experience on either Navy or MSC vessels or a combination of both with a minimum of five (5) years of Navy or MSC experience afloat.
  • MSC experience should include work as a Supply Officer (SUPPO), or Junior Supply Officer (JSO) on a GOGO vessel, such as Combat Stores (T-AFS), Dry/Cargo Ammunition (T-AKE), Fleet Replenishment Oiler (T-AO), Fast Combat Support (T-AOE), Hospital (T-AH), or Submarine Tender (T-AS), or as a MSC N4 logistics employee
  • Navy experience should include afloat or ashore operational stock control management as a Limited Duty Officer (LDO), Chief Warrant Officer (CWO), Division Officer (DIVO), or senior enlisted (E7-E9) leader on a large deck platform vessel (e.g., Aircraft Carrier-Nuclear (CVN), Amphibious Assault Ship (LHD/LHA), or Amphibious Command Ship (LCC)).
  • Minimum two (2) years of experience with Microsoft (MS) Word, MS Excel, and MS PowerPoint.
  • Documented working knowledge and expertise in Defense Working Capital Fund (DWCF) fuels management, accounting, and Transaction Item Reporting (TIR) processing on Navy and/or MSC Combat Logistics Force (CLF) or Expeditionary Sea Base (ESB) vessels (e.g., Shipboard Configuration and Logistics Information Program (ShipCLIP), Relational Supply (Rsupply), Corrective Maintenance Logistics System (CMLS), and Fuels Management Defense (FMD) software (SW)).
  • Documented general knowledge of Defense Logistics Agency (DLA) operating procedures for DLA owned and capitalized product(s) and how they apply to MSC vessels.

Responsibilities:

  • Conduct all actions and monitor the requirements related to cargo fuels TIR.
  • Analyze and assess an average of 20 daily TIRs from various ships, enabling the ship’s Supply Department and other Government stakeholders to determine cargo fuels statuses and adverse trends in accordance with (IAW) applicable directives, instructions, and regulations.
  • Audit, analyze, forecast, and make recommendations on the daily TIRs and end of month (EOM) reports for trends that deviate from normal business practices.
  • Prepare and ship training aids to training locations prior to scheduled events.
  • Prepare and generate an EOM Cargo Fuel Transactions report and submit to the Naval Supply Systems Command Naval Petroleum Office (COMNAVSUPSYSCOM NPO) and other program stakeholders.
  • Provide MSC Government personnel a monthly analysis when EOM reporting shows a ship’s cargo fuels at a gain or loss variance exceeding the norm.
  • Complete After Action Reports (AARs) to leadership following all visits to afloat and ashore vessels.
  • Develop and perform updates to training materials provided to Civilian Mariner (CIVMAR) and Military Crew (MILCREW) personnel onboard Expeditionary Sea Base (ESB) platforms.
  • Provide remote assistance by responding to a ship’s phone calls or emails requesting assistance on any Cargo Fuels procedures, training, and issues.
  • Conduct a pre-assessment and analysis of a vessel’s EOM reports for the past six (6) to 12 months prior to conducting training onboard to identify gain or loss variances exceeding the norm.
  • Identify potential impacts of supply training and fleet operations and provide updates to the Government and other stakeholders.
  • Regularly analyze and recommend training curriculum changes.
  • Provide input and write articles for the MSC quarterly newsletter based on news, items of interest and/or issues uncovered in the Cargo Fuels program.
  • Attend all applicable CFMA training courses provided by DLA Energy and Naval Supply Systems Command (NAVSUP).
  • Attend, if available, quarterly and semi-annual MSC conferences.

Job Type: Full-time

Pay: $65,000.00 - $70,000.00 per year
