The Finance Section provides safe, efficient, effective financial operations in support of the Laboratory's high-energy physics program in accordance with all laws, regulations and DOE requirements. Within the section, the Accounting Department provides accounting, reporting and other financial services to support the research programs at the Lab and is responsible for recording, organizing, summarizing, and interpreting the financial activities of the laboratory. Our Budget Office is responsible for the preparation, consolidation, distribution, and reporting of the Laboratory budgets. Our Procurement Department is responsible for acquiring goods and services for the entire Laboratory. It provides helpful, professional support for all procurement requirements from the development of initial plans and requirements to subcontract closeout.

Fermi Research Alliance's (FRA) Finance Section seeks to hire an experienced Procurement Specialists (multiple levels rangeing on experience) to join the Procurement team. These individual contributor roles reports to the Procurement Manager. Under direction, your responsibilities will include acquisition planning, soliciting and evaluating proposals, selecting qualified subcontractors, conducting price and cost analysis, negotiating subcontract terms and condition, drafting contractual instruments, obtaining approvals, awarding subcontracts, performing subcontract administration, ensuring the completeness, organization, and accuracy of the subcontract and associated documentation. You may be assigned routine to extremely complex and high dollar value contractual arrangements to support FRA's mission. Responsibilities are accomplished in cooperation with internal customers, FRA project teams, support personnel, subcontractors, and the Department of Energy (DOE).

Based upon the Procurement Specialist level I, II, III or IV:
Under supervision or direction, procure routine to highly complex, and low to high dollar value equipment, materials, and services for the laboratory and/or highly specialized project requirements required to support FRA's mission.

All levels:
These responsibilities are accomplished in cooperation with internal customers, FRA project teams, support personnel, subcontractors, and the Department of Energy (DOE), in accordance with established procurement policies and procedures, contract law, commercial practice and applicable federal procurement regulations.
Duties and Responsibilities:

Based upon the Procurement Specialist level I, II, III or IV:
* Provides acquisition of routine to highly complex and low to high dollar value equipment, materials, and services including project requirements to support FRA's mission.

All levels:
* Serves as a procurement subject matter expert in areas such as facilities, services, technology, supplies, fabrication and projects.
* Solicits requests for proposals for subcontracting requirements, determines responsiveness of subcontractors to solicitation requirements, evaluates proposals, selects qualified potential subcontractors, conducts price and cost analysis, negotiates subcontract terms and conditions, drafts contractual instruments, obtains approvals, and awards procurements.
* Performs subcontract administration and ensures the completeness, organization, and accuracy of the subcontract file in compliance with subcontract terms and conditions, including timely delivery of goods and services, Buy American Act, Service Contract Act, Davis Bacon Act, workplace safety, insurance, payment, socio-economic provisions and others as appropriate.
* Plans and develops subcontracting requirements with internal Laboratory customers.
* Keeps abreast of new and revised regulations by reviewing policies and procedures, trade journals, government regulations, and procurement laws, and participating in on-the-job training, staff meetings, and formal/specialized training.
* Requires accountability for established Procurement metrics.
* Provides excellent customer service and meets established customer service goals.
* Other duties as assigned.
* Abides by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.

Competencies:
Based upon the Procurement Specialist level I, II, III or IV:
* Subcontract Management: Basic knowledge up to thorough understanding knowledge of subcontract management fundamentals including principal & agency, types of authority, subcontract essential elements, market research, competition, fair & reasonable prices, inspection & acceptance, force majeure, risk of loss, warranties, payment terms, modifications, and termination.
* Acquisition Planning: Basic knowledge up to thorough understanding knowledge of the acquisition planning process, how to develop an overall strategy for managing the acquisition, and the contents of an acquisition plan including a description of needs, constraints, cost targets, required capabilities, performance requirements, cost/technical/schedule tradeoffs, risks, and plan of action.
* Source Selection: Basic knowledge up to thorough understanding knowledge of cost or price analysis, technical analysis, evaluation techniques, and conducting negotiations.

* Collaboration: Collaborates with internal stakeholders providing a firm foundation for a successful partnership to accomplish procurement performance.
* Personal Responsibility: Takes responsibility for his/her actions and professional development.
* Processes: Ensures compliance with all aspects of the procurement process.
* Individual Competence: Demonstrates competence by applying knowledge and innovation to address problems and recommend solutions.
* Transparency: Operates transparently including keeping Procurement leadership and internal customers informed on progress, status, and potential/emerging/active issues.

Minimum required Education and Experience: Bachelor's degree and a minimum of 3 years (PS I), 5 years (PS II), 7 years (PS III) or 9 years (PS IV) of experience.

Desired, but not required: Professional certification, such as Certified Procurement Manager (CPM), or Certified Professional Contracts Manager (CPCM), or Federal procurement courses.

Applicable Knowledge, Skills and Abilities required: Preferred experience working with a government contractor.
