POSITION SUMMARY : In support of the Federal Way Public Schools Vision for Excellence and Equity, the Transportation Service Manager position works to ensure that all students are provided with safe and reliable transportation to get to and from school and other school related trips. This position performs a wide variety of n the support, coordination, planning, and evaluation of the District's fleet of vehicles. This position is directly responsible for the maintenance of District vehicles, in a manner that supports the enforcement of state regulations and district policies and procedures, including the management of the video camera program. This position ensures that vehicles are maintained in a safe mechanical condition, completes long-range planning, and provides technical assistance regarding vehicle maintenance to other administrators and district staff. This position assists with the management of the school bus driver/bus assistant training programs and in the evaluation process of departmental personnel. This position provides leadership and support to Transportation employees, District and community partners, and oversees the Transportation operation in the absence of the Director/Manager. This position is subject to Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol testing as provided by District Policy #5202.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive.   • Plan and organize vehicle maintenance activity on a short and long-range range basis; facilitate the purchase of parts and supplies; establish preventative maintenance schedules; determine the amounts to spend on various repairs or to recommend replacements.
  • Analyze, prepare, and maintain maintenance reports to ensure preventative maintenance, repairs and rebuilding of fleet equipment.
  • Assist in the preparation of specifications for the purchase of new school buses.
  • Ensure that the school bus fleet meets Washington State Patrol school bus inspection requirements.
  • Improve and develop operating procedures and repair techniques to better use equipment, material, space and personnel.
  • Provide information for use in budget development. Monitor expenditures and manage selection of vendors.
  • Procure, account for, and maintain inventories of spare parts, materials, and other items necessary to maintain an operational fleet; review and approve invoices; disperse parts. Coordinate with Office Manager and Accounts Payable to bill out charges to other departments and users for work done in the shop.
  • Provide technical assistance to mechanics for vehicle maintenance; advice regarding maintenance procedures, recommend action; and assist in troubleshooting.
  • Supervise mechanics, participate in interviewing, recommend for hire, train, coach, motivate, correct, discipline, and evaluate staff. Assign and review work, assignments, and priorities; assign shift schedules and approve leaves.
  • Promote harmonious work environment with staff, drivers, and office staff to produce high quality vehicle operation and maintenance. Support each employee to contribute to the success of the team. Encourage professional growth, facilitate leadership opportunities and recognize individual achievement.
  • Responsible for evaluation of employees supervised.
  • Enforce safe driving rules and policies ensuring compliance with local and state regulations and District policy.
  • Respond to accidents and assist in accident investigations.
  • Provide support and reinforcement necessary to establish and maintain good staff morale.
  • Oversee the Transportation operation in the absence of the Director/Manager.
  • Check fuel system, maintain levels, and follow Department of Ecology guidelines.
  • Administer and monitor transportation shop budget to ensure cost-effective and efficient stock levels. Plan for emergency and cyclical expenditures, develop and recommend budget.
  • Maintain manuals, reference materials, and other information concerning bus and vehicle parts and repairs.
  • Maintain and compile data and prepare a variety of reports as requested.
OTHER RESPONSIBILITIES:
  • Serve as a member of the Transportation Leadership Team of the District; perform related duties consistent with the scope and intent of the position.
  • Supervises all Transportation Department vehicle maintenance personnel
  • Assist Transportation Driver Trainers in the training of new bus drivers.
  • Perform all vehicle maintenance mechanic duties in a training or instruction capacity or as peak-load and back-up assistance as necessary.
  • Drive vehicles and routes as peak-load and back up as necessary.
  • Respond to emergency road calls as necessary.
  • Monitor weather forecast for adverse conditions and assist in checking roads for hazardous driving conditions.
  • Attend meetings as required. Participate and represent FWPS Transportation as needed.
REQUIRED QUALIFICATIONS:
Education and Experience
High school graduation or equivalent and two years of technical training in heavy duty vehicle maintenance.
Possession of valid Washington State Commercial Driver's License with Class B and school bus driver endorsements.
Candidates in this position must have five (5) years of work experience including experience in the following areas:
  • Hydraulic and air braking systems
  • Gas and diesel engine repair and rebuilding
  • School bus electrical systems
  • Heavy duty vehicle maintenance and repair techniques
  • Repair and/or replacement of vehicle components
  • Vehicle safety requirements and bus specification
  • State Patrol inspection requirements and techniques
  • Shop safety requirements and proper use of hazardous materials
  • Preparation of shop work orders, maintenance reports, etc., and their use
  • Maintenance of and/or use of a parts inventory system and the purchase of parts
  • Budget preparation and/or use
  • Development and use of maintenance schedules, procedures, and techniques
  • Development and use of equipment operating procedures
  • Involvement in leadership and team building practices
  • Setting of work priorities and meeting deadlines
  • Exercising independent judgment and working without close supervision
Additional closely related experience may be substituted on a two-for-one year basis on the experience requirements.
ADDITIONAL REQUIREMENTS:
Pupil Transportation Management Program or commitment to enroll within the first 6 months of hire and complete the program at CWU
Experience leading in a team environment get along with others and team members.
Training and experience with computer programs, specifically routing and word processing
Demonstrate sound, immediate decision-making in critical/emergency situations and communicate concise procedures for others to follow.
PREFERRED QUALIFICATIONS:
School bus experience.
Participated in pupil transportation professional growth enrichment activities.
Supervisory experience.
CONDITION OF EMPLOYMENT:
Criminal background clearance
Work scheduled hours on a consistent basis
Possess Valid Washington State Driver's License with all school bus driver endorsements or obtain within 6 months.
FMCSA drug and alcohol testing program

While performing the duties of this job, the employee in this position will frequently stand, walk, bend/stoop, twist, squat/kneel. The person will occasionally talk/hear, sit, climb 3-4 stairs into a bus and up to a 6 ft ladder, and use foot controls for operating various vehicles including 84 passenger size buses. Vision is in constant use in the position. Frequent use a computer screen and keyboard. The lift/carry requirements for this position include: constantly lift/carry up to 10 lbs; frequently 11-20 lbs; and occasionally 21-50 lbs. This position seldom lifts/carries 50-100 lbs and should be done as a two-person lift.

WORK SCHEDULE
This position typically works Monday through Friday, 8 hours per day, 260 days per year with 12 holidays per year. The person in this position is occasionally required to attend evening meetings and is frequently required to work overtime.
