Reporting to the Community Development Director, perform professional and technical duties to lead and direct the Community Services Division which includes implementing, coordinating and overseeing management of the human service programs and services, the City's Community Development Block Grant (CDBG) Program, and diversity, equity, access, and inclusion strategies and practices. Manage and supervise division staff. Provides policy recommendations, planning and development of programs.
Manage, and oversee the human services grant programs, including goal and strategy development.
Manage, and oversee the City’s diversity, equity, access, and inclusion program, including goal, strategy, and resource development.
Research, plan, and design programs including strong collaboration with community and social service providers.
Administer the annual processes for General Fund, CDBG, and other human services-related funding distribution: prepare policies, including criteria and guidelines for funding distribution; coordinate funding application review process, including public hearings, Human Services Commission review and City Council approval.
Direct and oversee the implementation of the CDBG program.
Oversee updates to the City's CDBG Consolidated Plan.
Manage the City’s licensing program for Permanent Supportive Housing and Emergency Housing.
Prepare biennial and mid-biennium budget requests and adjustments, including supporting documentation, for all division resources and programs.
Build and maintain strong partnerships with stakeholders and other community partners concerning the development of human service or community redevelopment strategies aimed at enhancing the economy and/or quality of life for citizens in Federal Way.
Represent the City before the public, special interest groups, clients, County, state and federal agencies and the media to advocate and explain local and regional human service policy and the needs of client groups served.
Participate in various meetings, task forces, special interest groups, and regional collaborations.
Direct and manage the operation and work of the Human Services and Diversity Commissions. Prepare reports; coordinate funding assessments and recommendations; assist the Chairs in drafting agendas; coordinate topics for Commission consideration.
Manage and supervise division staff; empower employees; conduct regular performance evaluations; assess the skills and abilities of subordinates; make work assignments and provide direction for staff as work progresses; make recommendations on hiring and terminations decisions.
Engage division staff in developing division goals and long-range strategies and plans, program measurement and evaluation of strategies, which positively impact the image of the City.
Participate in and manage general community- and economic-development projects, as assigned.
Provide staff support to City Council members on specific issues, such as affordable housing, community redevelopment, public health and human service policy, as requested; prepare reports and proposals to the appropriate committees of the City Council.
Develop City policies, which identify local CDBG eligible housing, community/economic-development and human service needs consistent with the City's Comprehensive Plan and the State Growth Management Act.
Write grant requests and seek funds for specific City human service programs, and other city department projects in alignment with strategic plans, as needed.
Maintain regular, reliable and punctual attendance.
Education and Experience:
Any combination of education and experience equivalent to Bachelor’s degree in, public administration, social work, public policy, or a related field; and six (6) years’ experience in Human Services programs at a professional level including program planning, budgeting and leadership; and two (2) years’ experience in a supervisory capacity; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
