Purpose: Takes direction from the Senior Director, MPP and works with the Associate Director, MPP Operations to accomplish planning, organizing, directing and controlling all of the Bank’s mortgage asset purchases from Members. Serves as a liaison with customers, vendors, and other Bank departments. Participates in strategic planning for the MPP and is responsible for the implementation of approved plans. Serves as key contact for internal and external communications relating to the strategic plan implementation. Responsible for achieving targets for implementation timelines and developing written policies, procedures, and systems to complete implementation. Specific Responsibilities: Assists in developing and administering the Bank’s MPP policy. Monitors mortgage market developments and practices and recommends changes to comply with laws and regulations, to maintain the credit quality of the Bank’s MPP portfolio, and/or to improve the level of service to members. Assists with the management of all activities related to the Bank’s purchase of mortgage loans from its members through the MPP. Coordinates legal, marketing, accounting and funding aspects of MPP with other areas of the Bank. Insures that the strategic direction of the program remains consistent with the overall mission and direction of the Bank. Acts as liaison with external and internal parties on issues related to MPP. Assists in the negotiation of contracts with pertinent outside vendors. Manages relationships and contract negotiations with members. Assists in developing and administering operational standards to ensure the department operates efficiently with the appropriate level of internal controls. Oversees development of guidelines for operational processes and internal controls assigned by the Sr. Director. Oversees development and production of management reports. Analyzes activity, profitability and risks, making recommendations for appropriate actions as a result of analysis. Identifies opportunities for improvements in the MPP by addressing customer’s evolving needs, competition, accounting changes, and emerging technologies within the context of safe and sound operations. Represents MPP on committees as designated by the Senior Director MPP. Manages planned project’s implementation, risks, scope, and schedule as assigned by Sr. Director – including: Planning Requests for Proposals Vendor selection (if applicable) System Changes\Design Testing Contracts\Agreements (in cooperation with Legal department) Policies & Procedures Corporate Governance Internal Training Responsible for maintaining MPP knowledge and being an MPP subject matter expert for planned projects. Communicates and documents project details in sufficient detail and accuracy for legal, compliance, information technology, risk management, information security, treasury, internal audit and financial controls to correctly analyze impact. Assists in leading across the FHLB system MPP projects as assigned by the Sr. Director such as: Master Servicing LAS Servicing Released partners Purchase Participations Other projects as assigned Assists Senior Director in contractual negotiations, along with Legal, for irregular MPP transactions. Provides regular status updates and reports to Senior Management for each project. Competencies: Business Job Knowledge General Decision Making/Judgement Dependability Productivity People Communication Position Requirements: Bachelor’s degree with a major in finance, accounting or a business related field. Minimum of 5 years’ experience working in or directly with a financial institution, preferably in mortgage lending and/or secondary marketing. Ability to work well with others including all management levels, customers, and vendors. Excellent written and verbal communication skills. Must be able to establish priorities, organize workflow, and complete assigned projects with a sense of urgency. Must not have been convicted of any civil or criminal charge that would suggest a risk to Bank security. Ability to work full time.
