Job Summary

The Lead Safety Specialist Light & Power helps creates and maintain a culture of safety by developing and applying safety methodologies for hazards connected to work in the Light & Power field. The position works with employees in multiple departments at all levels to ensure policies, programs, and facilities are in compliance with safety and occupational health requirements.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Partner to develop site specific Safety strategies.
  • Work closely with City Health, Safety and Risk Manager to develop and maintain a culture of safety within the City.
  • Interpret, administer and apply Safety Services programs, rules and policies.
  • Assist partners to prevent injury, reduce and manage risk and assure compliance by integrating actionable, sustainable, efficient and effective Safety Services processes into their business.
  • Assess and trend Safety performance through leading indicators, data review, incident history, and audits. Drive the necessary behavioral or environmental changes, creatively, efficiently and cost effectively.
  • Assist with citizen-related issues. Partner with various business units to help target improvements and reduce/manage risks.
  • Participate in the project review process to drive Safety improvements in the design and concept phase. Attend project review meetings and walks.
  • Know the importance of and engage appropriate partners in troubleshooting, projects, plans and goal-setting.
  • Inform and advise leader of local, global and industry issues and Safety Services best practices that can impact business performance.
  • Monitor legislation and pro-actively develop safety and training policies and programs with regard to OSHA regulations and divisional safety issues.
  • Serve as vital member of the Safety and Risk Management team and seek to engage and support other members of the team in a positive manner.
  • Understand and embrace City business, it’s culture and challenges. Seek out opportunities to regularly attend meetings, shadow partners, and experience the work. Understand the day-to-day challenges in producing “safe outcomes” for the City. Understand the internal processes that can be utilized to incorporate Safety initiatives.
  • Integrate appropriate Safety and Risk Management messages into the existing communication vehicles.
  • Conduct necessary technical assessments and analyses in support of the daily operations including site audits.
  • Provide daily incident log and investigation review/feedback.
  • Take an active role with incident accident forms for department.
  • Conduct incident investigations and after-action reviews.
  • Conduct/facilitate job safety analyses.
  • Conduct/facilitate slip tests, light tests, indoor air quality investigations, noise surveys and other technical monitoring, as-needed.
  • Provide partners with content/guidance for safety evaluations.
  • Participate in field duty work in the construction, operation, and maintenance of the city systems at times during regular work hours, as well as after work hours and during emergencies.
  • Coordinate safety training, administer yearly re-certifications to all divisional employees, and update and maintain records.
  • Develop course content, and conduct division and department safety meetings.
  • Monitor and update the Department's/Cities Operation and Safety Manual.
  • Administer the department's outreach programs to schools, companies, organizations, and the general public.
  • Participate as member of the City’s Safety Committee.
  • Help purchase and distribute personal protective equipment (PPE) as well as the proper use of PPE.
