Founded in 1954, Family Services of Westchester is a private, nonprofit, non-sectarian social services agency.

FSW’s Head Start/Early Head Start is a federal government program that was created in 1965 to give preschool children from low-income families a “head start” on their readiness for elementary school.

Job Details:

Family Services of Westchester is looking for full-time ERSEA/Coordinator for our Westchester, NY Head Start program. We are hiring for multiple locations throughout Westchester County.

POSITION TITLE: ERSEA Coordinator

SALARY: $24/hour

STATUS: Exempt

SUPERVISED BY: Lilian Hope

PURPOSE: The Enrollment, Recruitment, Selection, Eligibility and Attendance (ERSEA) Coordinator applies professional expertise to ensure the agency complies with all regulations per applicable federal Head Start performance standards. This position is responsible for the implementation of systems for planning, record-keeping, reporting and monitoring of all aspects of the Head Start program related to ERSEA as well as coordinates recruitment efforts to help ensure ample wait list selection for all sites.

ESSENTIAL DUTIES/RESPONSIBILITIES:

Systems Management

  • Support data entry staff.
  • Provide input and solutions to develop and or revise the agency’s ERSEA systems, policies, and procedures.
  • Evaluate, design, and monitor systems to process enrollment applications, including determination of eligibility and selection criteria.
  • Oversee processing of applications for accuracy and timeliness.
  • Prepare and distribute timely reports and tracking regarding ERSEA updates.
  • Monitor to ensure compliance related to funded enrollment, slot tracking, and attendance.
  • Maintain systems, database, files, etc. ensuring security of data. Ensure the ERSEA records and data are maintained in a confidential manner.

Recruitment and Enrollment

  • Responsible for establishing recruitment and enrollment procedures that work towards maintaining full enrollment.
  • Works with Family Service staff and the Data Entry team to plan, develop, train, and implement the ERSEA plan.
  • Oversees planning and implementation of recruitment, including inter-agency partnerships, and develops tools for program use in these areas.

COMMUNICATION

Eligibility and Selection

  • Implement timely application process as outlined in the “Eligibility Application Process Policy."
  • Support Family Advocates with Eligibility Interviews with applicants to ensure complete and correct information on the Eligibility Application.
  • Ensure confidential and pertinent information is obtained from families for data entry into applicant record.
  • Provide appropriate information and referrals to wait listed families, with a focus on resources for currently homeless families awaiting placement.
  • Process HS eligibility verifications and placements.
  • Document all communications regarding application in the applicant record.
  • Maintain wait lists for accurate selection of the families. Families with the highest need shall be identified during the eligibility process via interview or written correspondence and priority points shall be awarded as outlined in the “Selection Policy.”
  • Supports the completion of applications, parent interviews, and the waitlisting Monitors eligibility applications, waitlist regularly, and attendance for programs.

PLANNING

Administrative Support Services

  • Schedules, facilitates and documents Weekly Caseload Reviews with staff in accordance with procedures and ensures follow up is complete.
  • Develop and implement effective strategies for ongoing outreach and recruitment of families for Early Head Start and Head Start with Family Services Manager
  • Assist Family Services Manager with intake review and eligibility determination.
  • Maintain filing systems and eligibility files for all enrolled, previously enrolled and wait listed applicants. Ensure files are accurate and accessible for both processing and annual audits at sites and in COPA.
  • Supports FCE Manager in the hiring process and develops the onboarding training plan for all new Family Advocates.
  • Ensures that new team members receive employee training and follow-up within the first 30 days of hire.
  • Form and maintain working relationships with outside agencies to facilitate both recruitment and services to enrolled and wait listed families.
  • Attends and actively participates in training programs, staff meetings, recruitment events, and other meetings/trainings.
  • Collaborates with leadership to develop and implement the annual training plan, including pre- service, in-service, T/TA and ongoing workshops.
  • Submits reports, documents, and files monthly with the FCE Manager to discuss outcomes from reports.
  • Perform other duties as assigned.

COMPLIANCE MANAGEMENT

  • Maintains confidentiality in all aspects of client, staff and agency information.
  • Maintains effective working interaction with coworkers and outside contacts that will enhance the operation of Head Start/Early Head Start program.
  • Organizes and prioritizes all assignments as directed.
  • Uses and follows federal, state and local regulations/laws, including the Head Start/Early Head Start Performance Standards, applicable transmittal notices, and other administrative orders/directions.
  • Participates in community activities that enhance Head Start/Early Head Start programs as directed.
  • Participates in ongoing monitoring, Community Assessment and Self-Assessment and performs reasonable related functions. Uses and follows the policies/procedures of FSW , including but not limited to Personnel Policies, Occupational Health and Safety policies, payroll policies/practices, etc.
  • Ensure documentation standards in COPA are met as required by the Program.

EDUCATION

Associate degree or higher in special education, social work, psychology, or child development (required).

SKILLS

  • Ability to implement the Head Start Performance Standards and policies of the agency.
  • Ability to exercise professional judgment in evaluating before making decisions.
  • Ability to establish and maintain effective working relationships with agency staff, children and parents, and outside agencies.
  • Ability to assist staff at all levels to understand and work sensitively and appropriately with children with a variety of disabilities, developmental delays or at risk for such.
  • Bilingual (Spanish/English) is a plus.

EXPERIENCE

3 years’ experience related to case management in Head Start early childhood programs for young children and families from diverse backgrounds.

WORK ENVIRONMENT

  • Travel by car, bus, airplane or train may also be required associated with attendance at conferences, meetings and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required.
  • Local travel in the middle of the workday will be required for the above as well as site visits and home visits.
  • May be required to lift up to 45 pounds.
  • Work is generally performed in a classroom setting or in an office environment, involving face-to-face communication.
