Family Service Foundation, Inc is Hiring a Residential Manager Near Frederick, MD

Family Service Foundation is looking for a dynamic candidate to serve as a Residential Manager for the Frederick Location. The successful candidate will be responsible for managing 4 Residential homes for individuals with Developmental and Intellectual disabilities.

MINIMUM QUALIFICATIONS:

Possesses a Bachelor’s degree from an accredited college or university with an emphasis in the Human Services field, and 3-5 years of supervisory experience.

Immediate Supervisor : Assistant Director of DD Programs

JOB SUMMARY: Schedules all direct care staff coverage to meet residential care objectives in the most cost efficient manner. Supervises all personnel as designated by the organizational chart. Plans, coordinates and directs all day to day operations. Ensures the development and implementation of all Behavior Plans for individuals.

SCOPE OF WORK:

QUALITY ASSURANCE

  • Assures that each home or apartment meets licensing requirements annually in accordance with COMAR Regulations.
  • Completes the Managers Checklist Form monthly;
  • Acts as a liaison with Regional Offices, Licensing, Resource Coordinators, and Vocational Providers;
  • Ensures that all paperwork is complete within specified time frames, attendance, quarterlies, incidents, etc.;
  • Assists in the review of all periodic reports to ensure that licensing and compliance requirements are met;
  • Conducts internal agency investigations in accordance with PORII to be submitted to the QA Manger;
  • Ensures that incidents are reported to the Program Director and QA in accordance with PORII Guidelines.
  • Establish and maintain internal controls and management systems that ensure program is appropriately staffed;

CLIENT SUPPORT

  • Responsible for the case management of assigned clients;
  • Acts as a liaison, advocate and coordinator for client support groups, self advocacy, vocational programming, transportation services, health needs and community integration.
  • Ensures the development and implementation of all Person Centered Plans for clients;
  • Coordinates with State Representatives to ensure the development and implementation of all Behavior Plans for individuals;
  • Manages the nutrition and dietary requirements for Residential Homes;
  • Foster open and supportive communication with clients, staff, families, Division of Developmental Disabilities, Bureau of Guardianship Services and other community Agencies;
  • Oversee all clients medical, medication and health needs;
  • Ensures proper documentation of medical and health needs to staff, agency nurses, families, etc. using appropriate logs when necessary.
  • Implement and follow-up on all support services recommendations

SUPERVISION/TRAINING/ CAPACITY BUILDING

  • Monitors and evaluates the residential homes and programs;
  • Plans, coordinates, directs and provides oversight for all day to day operations;
  • Manages and supervises all assigned personnel;
  • Ensures the availability of staff for scheduled trainings;
  • Schedules all direct care staff coverage to meet residential care objectives in the most cost efficient manner;
  • Coordinates/conducts probationary, performance evaluations, disciplinary actions and development plans for assigned personnel.
  • Coordinates with Human Resources to evaluate the knowledge, skills, abilities, experiences, and professional development needs of all staff;
  • Assists in problem-solving, crisis management, on-call duty assignments and emergency staff coverage;
  • Supervise staff training and development through teaching, mentoring acting as a role model and guiding staff on how to appropriately work with and interact with clients, other staff, families, guardians and state representatives.
  • Participates and periodically leads Coordinators meetings;
  • Conducts all interviews for the hiring of new staff.
  • Complete annual trainings related to consumers’ IP, BP and related programming.

MEETINGS/FUNCTIONS

  • Communicates the philosophies of Family Service Foundation, Inc. to the clients, their families, staff, professionals, and other organizations;
  • Implements FSF’s strategic short term and long term planning goals, approved budget and quality service delivery;
  • Attends Professional Development trainings;
  • Conducts quarterly staff meetings with all personnel
  • Coordinate/attend as needed all consumer related meetings (IP, BP, case manager, circle of supports, house, family, etc.); ensure all necessary follow-up is completed.
  • Present and implement all agency policies and procedures.
  • Inform supervisor as needed about pertinent issues.

DOCUMENTATION/REPORTS

  • Responsible for the timely submission of all reports and projects;
  • Oversees and directs the development of FSF policies and procedures in accordance with Federal, State and Local legal guidelines;
  • Monitors the comprehension and accuracy of clients’ progress notes once written by Residential Counselors;
  • Ensure completion/submission of all required daily, bi-weekly, monthly, quarterly and annual reports as scheduled.
  • Routinely review all required reports, logs, mail, requests, etc. as needed, maintaining an organized filing system.
  • Review all data on IP goals, BP implementation on a regular basis.

FINANCE

  • Timely review and approval of all hours worked for employee;
  • Supervises the management and reconciliation of client funds.
  • Ensures receipts are submitted no later than the 5th of every month.
  • Understands that shortfalls in client funds will be deducted from Residential Coordinators paycheck;
  • Understands that mis-management of client funds may result in restitution and immediate termination;
  • Submits mileage reimbursement forms for all assigned personnel
  • Submits payroll adjustment forms for employee pay errors
  • Ensure management and budgeting of client’s funds to meet their personal needs to include activities, vacations, medical and hygiene.
  • Assist in the screening and evaluation applicants for admissions into the Residential program;

MAINTENANCE

  • Manages all vehicle usage assigned and coordinates all concerns/issues with the Operations manager;
  • Ensures client homes and vehicles are kept clean and organized.
  • Coordinates with Operations Manager that all repairs are completed in a timely manner;
  • Responsible for ensuring that all fire drills are completed on all shifts.
  • Responsible for ensuring that all water temperature logs are maintained and that deficiencies are communicated to the Operations Manager.
