Description

Job Title: Navigator

Reports To: Project Director

Location: Saint George and Hurricane

Bilingual in English and Spanish required.

FLSA Status: Exempt

Compensation: $39,000 - $47,000 D.O.E.

Benefits: Full time employee's only, Medical, Dental, Vision premiums are paid for by Family Healthcare.

Family Healthcare provides a type of healthcare program to fund a portion of their employees' healthcare premiums and

out of pocket expenses such as deductibles, copays and coinsurance provided by Nonstop Wellness.

Benefits: 401K available on the 1st day of hire for Full and Part time employees, Family Healthcare will match dollar for dollar up to 3% and .50 cents on the dollar for the next 2% up to 5% of yearly earnings.

Profit Sharing: Full and Part time employees are eligible for up to 5% of yearly earnings after working with Family Healthcare for 6 months consecutively.

Full time employee's only: Paid time off

Paid Holidays: 13 including a floating Holiday.

Required Vaccines and Tests: HebB, Tdap, Influenza, Varicella, MMR, and Negative TB and Drug test .

Job Summary:

Navigators assist consumers in preparing applications to establish insurance eligibility and enroll in coverage through the Health Insurance Marketplace, the programs in Utah Medicaid, and the Utah Children’s Health Insurance Plan (CHIP) and Medicare. This includes screening to help consumers find out if they qualify for insurance affordability programs, and if eligible, to enroll. Navigators also provide outreach and education to consumers to raise awareness about publicly funded healthcare programs available to them.

Navigators work with diverse populations of all ages and ensure consumer assisted services are culturally and linguistically appropriate to the needs of the population being served, including individuals with limited English proficiency. They also ensure accessible services to those experiencing disabilities as well as vulnerable populations.

General Duties:

  • Provide health insurance outreach and enrollment services to all consumers.
  • Maintain expertise and licensure in eligibility, enrollment, and program specifications.
  • Conduct public education activities to raise awareness about Utah Medicaid, the Health Insurance Marketplace, and Utah CHIP, Medicare plans.
  • Participate in all trainings as assigned by Centers for Medicare & Medicaid Services (CMS) and Utah Navigator Consortia.
  • Develop/disseminate material (instructional materials, articles, brochures, presentations, technical reports).
  • Maintain existing relationships and establish new relationships to deliver effective outreach and enrollment assistance to underserved or vulnerable populations.
  • Provide information and services in a fair, accurate, and impartial manner.
  • Provide appropriate referrals to all consumers, as necessary.
  • Provide information in a manner that is culturally and linguistically appropriate to the population(s) being served, including those with limited English proficiency.
  • Travel to other community areas may be required as deemed necessary to meet the consumers’ needs.
  • Comply with reporting requirements as specified by CMS.

Insurance Enrollment:

  • Provide assistance to consumers to enroll in health insurance programs.
  • Maintain high levels of confidentiality.
  • Comply with all program reporting requirements.
  • Comply with all training requirements.
  • Travel in Utah to support outreach, public education events, and targeted assistance to enroll consumers into coverage project goals.
  • Achieve enrollment goals as required.
  • Provide information and services in a fair, accurate, and impartial manner.
  • Provide targeted assistance to serve underserved or vulnerable populations.
  • Assist any consumer seeking assistance, even if that consumer is not a member of the communities or groups served.
  • Report all encounters, assistance and outreach counts.
  • Receive all appropriate consents.
  • Complete all documentation timely and completely.
  • Navigators will use available tools and data systems to re-contact previous Marketplace consumers prior to November 1, 2021.
  • Navigators will make use of non-face-to-face methods as possible.
  • Navigators will routinely report down time, waiting rooms and long delays with the HealthCare.gov.

Training:

  • Navigators must complete all required federal and, if applicable, state training and certification requirements prior to facilitating consumers with enrollment/re-enrollment in a QHP.
  • Navigators must complete the HHS-developed training program and pass an exam before assisting consumers with Marketplace applications.
  • Navigators must maintain expertise in eligibility, enrollment, and program specifications and conduct public education activities to raise awareness about the Marketplace.

Reporting:

  • Submit timely and accurate weekly, monthly, and quarterly progress reports for outreach activity and enrollment data (reporting frequency subject to change if needed).
  • Outreach activity must be reported each week.

Safety and Compliance:

  • Maintain patient confidentiality in all aspects of the daily duties as well as during time when not at work.
  • Follow all policies and procedures; reporting needed changes and requesting assistance immediately if anything is unclear or inconsistent.

Quality Assurance/Improvement:

  • Complete all required quality assurance / quality improvement tasks.

Customer Service / Phones:

  • Answer calls appropriately and timely, work collaboratively to ensure all calls are answered timely, messages are documented, and calls directed appropriately.
  • Provide excellent customer service.
  • Provide information in a manner that is culturally and linguistically appropriate to the needs of the population being served, including individuals with limited English proficiency, and ensure accessibility and usability of Navigator tools and expertise for individuals with disabilities in accordance with the Americans with Disabilities Act and Section 504 of the Rehabilitation Act.

Communication:

  • Answer telephone and respond to voicemail timely and appropriately.
  • Greet consumers answer telephone in a courteous and professional manner.
  • Participate in organizational meetings and events.

Teamwork:

  • Collaborate with others to ensure highest quality of care.

Requirements

Requirements & Qualifications:

  • Bachelor’s Degree in related/applicable field preferred. Related experience will be considered in substitution for academic attainment.
  • Experience with working with members of diverse communities who experience barriers to healthcare access and services.
  • Strong interpersonal and communication skills (oral and written).
  • Bilingual Spanish and English proficiency required.
