POSITION TITLE: Accounting Technician V

STATUS: Regular Full Time

REPORTS TO: Senior Grants Accountant

BASIC FUNCTION:

Provide accounting, technical, and clerical support and assistance to the grants compliance and accounting functions and the capital assets function. Communicate regularly with granting agencies, subgrantees, and Borough project managers, soft ledger keepers, and data entry employees regarding grants compliance and accounting issues. Communicate regularly with capital asset custodians. Perform physical observations of capital assets. Prepare and review all reconciliations and workpapers related to capital assets. Facilitate input and documentation for the Intra-Governmental Cost Plan (IGCP) in coordination with the General Ledger Staff Accountant II.

TYPICAL DUTIES:

1. Reconcile source documents to various manual and automated systems and subsidiaries. Prepare journal entries and budget entries to the general ledger for assigned cost centers and accounts. Analyze and research budget, encumbrance, and actual balances and transactions.

2. Work with the Borough Administration, project managers, soft ledger keepers, and Accounting Division personnel to ensure that grant transactions are properly authorized, executed, documented, and reported in accordance with grant compliance procedures and requirements.

3. Prepare grant reports, correspondence and memoranda. Monitor, analyze, reconcile and summarize grant transactions. Maintain grants database; make queries and run reports as necessary.

4. Research Congressional and State legislative bills over the Internet. Monitor, interpret, and apply statutory, regulatory, and program guidelines to various grants.

5. Work with federal and state granting agencies to obtain guidance and clarification on cost eligibility, grant reporting requirements, and other program guidelines; and to follow up on the status of grant billing.

6. Work tactfully with sub-grantees and respond thoughtfully to their inquiries. Help them understand their sub-grant agreements. Assist them with, and review, their sub-grant reports; communicate any deficiencies with them.

7. Review sub-grant proposals submitted by community non-profit agencies: analyze agency financial statements, budgets, narratives, resumes and job descriptions. Prepare conclusions and recommendations for agreement conditions.

8. Assist with troubleshooting and maintenance of Capital Asset Maintenance System (CAWin), testing upgrades, and making help desk calls to the software vendor. Provide technical supervision to other employees of the Borough in the use of CAWin.

9. Maintain the Capital Asset System, including depreciation. Safeguard and issue tags to capital asset custodians for capital asset acquisitions. Train, and respond to questions from capital asset custodians. Conducts periodic physical observations of capital assets throughout the Borough.

10. Work with the General Services department on the annual surplus sale of capital assets and prepares necessary journal entries. Perform periodic reconciliation of the Capital Asset System subsidiary to the Borough’s GL. Prepare all year end memos, accounting, journal entries, recons, schedules, and work papers, including all capital asset information in the Borough’s Comprehensive Annual Financial Report.

11. Perform or assist with the budget, actual, and estimated cost allocations using the Borough’s intragovernmental cost allocation system.

12. Provide back-up support for and support to other technical and clerical positions within the Accounting Division.

13. Assist in the management and maintenance of the records of the general ledger section in accordance with Borough policy.

14. Maintain an updated desk manual for this position.

MINIMUM QUALIFICATIONS:

1. Associates degree in accounting from an accredited institution or program and three years of progressively responsible accounting experience, or two years public accounting experience excluding tax preparation work. OR Bachelor’s degree in accounting with three years full charge bookkeeping experience or with two years public accounting experience excluding tax preparation work. Finance or related degree may be considered provided classes include relevant accounting coursework. Other pertinent experience may be substituted for the experience requirement, such as financial work in such areas as compliance, regulated industries, the auditing field, federal or state tax matters.

2. Knowledge of generally accepted accounting principles relating to grants and other financial assistance is required. Knowledge of, and experience with, governmental accounting, capital assets accounting, governmental budgeting, encumbrance accounting, and accounts payable is preferred.

3. Demonstrated high level of proficiency with recent versions of Microsoft Excel, including linking and functions, and of Microsoft Word. Experience using Microsoft Access and Adobe Acrobat preferred. Must be accurate and proficient keyboarder by touch and be able to use a 10-key calculator accurately by touch.

4. Must have recent, verifiable experience with enterprise wide, automated accounting systems and experience in maintaining an automated general ledger to include data input, information research, and internal and external financial reporting.

5. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough’s insurance program. If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)

KNOWLEDGE, SKILLS, AND ABILITIES

1. Must have the ability to research, understand, interpret and implement both existing and new federal and state laws and regulations, contracts, legal documents, and other authoritative sources relevant to Borough accounting grants and other forms of financial assistance.

2. Must have extensive and verifiable analytical experience and demonstrated ability to perform complex analyses using a sophisticated, integrated financial management system applying knowledge and judgment of inter-relationships of data and other information. Experience in a medium-to large-sized entity is desirable.

3. Ability to perform accurate and timely work in an organized and efficient manner, with minimal direction, sometimes under stressful conditions with short deadlines. Ability to take instructions from several people.

4. Ability to comprehend and execute verbal and written instructions and to use independent judgment in applying guidelines to varied situations.

5. Demonstrated ability to establish and maintain effective working relationships with other Borough employees, and to deal effectively and harmoniously with outside entities and the general public.

6. Demonstrated ability to communicate clearly in a courteous, professional manner, both verbally and in writing.
