Summary You will serve as a Senior Capital Improvements Business Line (CIBL) Manager in the Planning, Design and Construction Directorate (PDC), Capital Improvements of NAVFAC SOUTHWEST. This is an interdisciplinary position and will be filled as a Supervisory General Engineer (0801) or Supervisory Architect (0808). Duties * You will analyze overall program requirements to schedule and sequence work operations. * You will monitor construction activity to ensure compliance with contract plans, specifications, and scheduling. * You will facilitate project reviews to assess project status, performance, or to anticipate problems. * You will delegate tasks to subordinates based on priorities and capabilities of employees. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. * Registration as a Professional Engineer and/or Architect is required. * Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. * You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes during field inspections. * You will be required to obtain and maintain a current valid United States driver's license. Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying to the General Engineer (0801) and/or Architect (0808). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? ***NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Serving as a supervisor of a team of engineers/ architects and technicians performing a full range of multidisciplinary engineering responsibilities related to military construction (MILCON) and construction quality assurance; 2) Researching construction practices and techniques in the development of construction project specifications or feasibility considerations; 3) Establishing and monitoring site and project specific procedures and submission of reports aimed at expediting with work of A/E and construction contractors; 4) Assisting in and/or seeking out solutions to problems involving the areas of all disciplines of engineering and project financing which are the result of design errors, unforeseen conditions, or changes in criteria; and 5) Visiting construction projects under execution to evaluate construction progress and safe performance of contracted work. ***NOTE: This experience must be fully and clearly supported in your resume to be considered. Education Applicants for the Professional Engineering Series (0801) must meet the following Basic Education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
