Management of the team responsible for the division's regulatory permitting and compliance for EOG's Permian Basin operations. This will include, but not be limited to, APDs, sundries, commingling applications, flare reporting, completions and other daily workflow requirements. Additional responsibilities include internal coordination with operational groups regarding specific regulatory requirements needed to ensure continued operational success at the project level.
Management of the team responsible for delivering long-term special projects for the division, including landscape level corporate priorities and strategic operational imperatives. This will also require coordination with other EOG divisions and external stakeholders.
Coordination and management of compliance audits with land, legal and operational staff to ensure EOG maintains a clean regulatory track record in New Mexico and West Texas. This group is often tasked with finding solutions to challenging operational environments, both historical and current.
Coordination and negotiation with regulatory agencies at an executive level to ensure that EOG operational priorities are achieved efficiently and on schedule. This includes daily communication with entities such as the NM State Land Office, TX Railroad Commission, TX General Land Office, NM Oil Conservation Division, BLM, and US EPA, among others. Additionally, this position will be responsible for developing and communicating EOG's research and development objectives to these same stakeholders and ensuring that appropriate regulatory structures are achievable.
Advocate and communicate EOG's priorities to policy makers at the local, state and federal levels, and build effective, durable relationships to promote EOG's benchmark status as an oil & gas industry leader.
Job Requirements
Requirements:
10 years experience in regulatory affairs, government affairs, environmental science, land, law or public policy required
5 years experience managing multidisciplinary teams required.
Bachelor's degree in engineering, science, natural resources, law, communications, public policy or similar field required, Master's preferred.
Knowledge of oil and gas operations including land acquisition, drilling and completion operations, production operations, and general permitting knowledge required.
Knowledge of federal and state (NM/TX) environmental regulations required.
The ideal candidate will possess the following attributes:
Effective team leader and individual contributor with the ability to build consensus with staff within various EOG departments and disciplines to develop policies and positions on regulatory issues important to the Midland Division.
Ability to develop and maintain working relationships with local, state and federal government agencies and staff and through those relationships provide input on policy decisions, rulemaking, and other governmental functions.
Ability to evaluate various government policies and the potential impacts on division operations.
Ability to effectively communicate complex, technical concepts, both verbally and in writing.
Good presentation skills for internal and external company presentations and communications.
Must be able to travel regionally up to 25% of the time.
