Description of Job

About the Work Unit
The Projects & Grants Accounting unit supports the Federal Aid Program fiscal and financial functions for CDOT's Division of Accounting and Finance to comply with State and Federal guidelines. This unit directs the entire CDOT federal aid billing and local agency billing process including the construction program (of up to $700 million of revenue collections annually), and the indirect rate allocation and recovery program.
About the Position
As the Project Accountant II, you will perform professional-level accounting functions pertaining to engineering projects and grants.
Your duties and responsibilities will include, but are not limited to, the following:
  • Perform analysis, reconciliation, and verification of allocations for Construction Engineering (CE) and Indirect (IND) posting; identify and correct any discrepancies;
  • Provide management with trends, projections, and potential surplus and shortfall information necessary to make ongoing decisions about CE/IND;
  • Compile, analyze, and create the indirect cost rates on a yearly basis for approval by the Federal Highway Administration (FHWA);
  • Provide and fulfill any ad hoc CE/IND analysis and reporting requests;
  • Create, update, and maintain the dashboards related to CE/IND analysis;
  • Respond to inquiries related to CE/IND and train others on the processes related to CE/IND;
  • Monitor and review the daily error log associated with the CE/IND allocation process; research cause of discrepancies and determine if there is a systematic error or other change to correct the error;
  • Create the appropriate financial entries and ensure they are posted to correct the noted CE/IND allocation process failures;
  • Analyze other project-related functions including developing, testing, and implementing other financial data analyses and reports;
  • Acknowledge and process claims, liens, and lis pendens documents; inform appropriate contractor, subcontractor, staff, attorneys and/or the Attorney General's Office;
  • Actively track and monitor all claims, liens, and lis pendens and ensure their proper disposition as appropriate and within set timeframes;
  • Verify and confirm that retainage is recorded properly; prepare, at a minimum, the quarterly reconciliation between the Trans*Port retainage records, SAP liability account, and the Project subledger expenditures;
  • Respond and educate staff on the use of retainage accounts, how they function and steps to perform any necessary actions to properly record and release retainage;
  • Acknowledge receipt of any escrow request received from project staff; process the necessary financial transactions within SAP to record the escrow; track and monitor any funds that have been escrowed and ensure their proper disposition;
  • Record securities in SiteManager subsystem, maintain excel worksheet with securities balances by contractor and verify securities balances with escrow agents;
  • Serve as a back-up to all positions within the Projects & Grants Accounting section; train with staff to obtain a thorough understanding of the projects bids/awards and closeout duties, federal aid billing duties, CPE/Local Agency invoice duties, and grant duties;
  • Assist with extracting data from SAP for auditors and other federal inquiries;
  • Assist with year-end functions that include verifying project accruals for accuracy and completeness;
  • Other job duties as assigned.
Work Environment:
  • Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work. Must have at least 2 days in-office each week.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Experience Only:
  • Six years of professional accounting experience.
OR
Education and Experience:
  • A combination of related college education (including at least 27 semester hours completed in accounting or auditing coursework) and/or professional accounting experience that is equal to six years.
OR
Licensure:
  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for the required six years.

Preferred Qualifications
Theexceptional applicantwill be an experienced accountant and will possess the proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Comprehensive knowledge of general accounting practices and standards, including GAAP, GASB, State Fiscal Rules, State financial reporting, State Auditor requirements, and Federal regulations;
  • Experience in projects accounting, including multiple funding sources;
  • Knowledge of accounts receivable, accounts payable, federal awards, and cash postings;
  • Experience interfacing, managing, and reconciling multiple automated accounting systems;
  • Experience reconciling and correcting general ledger accounts to sub ledger type detail;
  • Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, Google Applications, SAP, Trans*port, Power BI, Galvanize and the ability to quickly learn other software systems;
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Ability to take initiative to solve problems in an innovative manner;
  • Effective interpersonal and relationship building skills;
  • Excellent customer service experience, including a proven ability to partner with professionals, consultants, and staff at all levels, with sensitivity to their needs and priorities;
