JOB SUMMARY

Provide Project Manager, Project Controls Director, and lead engineers with the information and assistance needed to manage the project execution in compliance with the objectives of the cost, schedule, and revenue budgets and standards in terms of project cost control. Additionally, the Project Controls Specialist will develop and implement standardized project schedules and scheduling methodology, and support Project Managers (PMs) with project and program scheduling analysis.

ESSENTIAL FUNCTIONS OF THE JOB

  • Works with Project Manager in the initiation and maintenance of; project schedule and project budget.
  • Responsible for maintaining an effective and efficient system for project document management including, but not limited to; records management, distribution, and retrieval, and security of such.
  • Assists Project Managers with project plans to ensure timely and accurate production of project reports, both electronically and hard copy.
  • Responsible for project file organization and computer based set up of electronic files.
  • Manages weekly and monthly tasks such as: facilitating all project meetings, compiling, and distributing reports and notes.
  • Develops and maintains resource loaded integrated master schedules.
  • Assists in developing project baseline.
  • Develops, implements, and updates schedule based on project requirements.
  • Develops Milestone Schedules.
  • Examines records such as time, payrolls, operations charts, and schedules to obtain data for Estimate to Complete (ETC) calculations.
  • Communicates with PM and team to document physical percent complete and ETC projections.
  • Performs Schedule and Cost Variance Analysis.
  • Understands the project scheduling hierarchy and the standard classification system for schedules at all levels.
  • Understands Critical Path Methodology (CPM).
  • Assesses manpower requirements and determines estimated durations for the tasks.
  • Develops job packages for Project team.

OTHER DUTIES AND RESPONSIBILITIES OF THE JOB

  • Composes letters and memos for engineering staff.
  • Performs clerical duties as necessary including scanning, copying, creating spreadsheets, etc.
  • Performs other duties as deemed necessary by the supervisor.
  • Creates master/discipline schedule to establish sequence and lead time of each operation to meet client forecasted master schedule.
  • Updates Client through Client accepted/sponsored software.
  • Performs mathematical calculations to determine material, tools, and human resource requirements for the schedule.
  • Plans and schedules workflow for each discipline and department according to previously established client sequences and lead times.
  • Confers with Client and Company management to determine status of projects.
  • Expedites operations that delay schedules and alters schedules to meet unforeseen conditions.
  • Provides schedule and planning support on multiple projects of various size and complexity.
  • Will be required to work independently in carrying out a project’s planning and scheduling efforts.
  • Active participation in the overall planning process, development of detailed schedules for Design, Engineering, Procurement, and construction phases.
  • Tracks schedule and earns physical progress, key milestone changes, identify delays, and support reporting to management.
  • Strong analytical skills that will allow proper assessments of projects to identify potential performance issues. In addition, be able to support development and recommend solutions via communication and support with Project Management.
  • Generates predefined schedule reporting requirements and ad hoc reports on an as needed basis.
  • Assists in the development and improvement of schedule and planning tools, processes, and procedures.
  • Prepares cost estimates at various design phases, with an emphasis on Conceptual Level Estimates.
  • Capable of performing detailed quantity take offs and assigning unit pricing.
  • Plays an active role in balancing the design and the budget with the design team.
  • Possible visit proposed construction sites to gather information for estimating process.
  • Reviews plans, specs, and addenda for estimate take off and preparing construction budget using Company software available and Excel.
  • Assists with preparation of bid packages.
  • Communicates with subcontractors and suppliers to receive bids.
  • Prepares/assists in presentation of estimate/proposal & bid documents.
  • In addition to the accountabilities above, other responsibilities, tasks and deliverables may be assigned to the incumbent of this position.

  • Must be able to work independently and in a team environment, abilities to focus on a task and follow a precise process to the conclusion.

  • Dependable and trustworthy being in contact with complex and sensitive documents.
  • The ability to produce and track a budget and understand financial statements.
  • The ability to work together with Client and other Contract representatives as part of a group.
  • Excellent computer skills.

EXPERIENCE REQUIREMENTS

  • At least 4 years professional experience.
  • At least 2 years of scheduling/planning experience.
  • In depth technical knowledge about overall project planning and detailed scheduling work processes for all aspects of a project including Design, Engineering, Procurement, and Construction.
  • Advanced knowledge of and proficient with MS Office projects (Excel, Project, Word, Access, and Outlook).
  • Experience with Natural Gas Pipeline and/or Facilities construction projects.
  • Knowledge of FERC process strongly preferred.
  • Understanding of the natural gas industry.
  • Knowledge of budgeting, construction and maintenance practices and procedures preferred. 

EDUCATION REQUIREMENTS

  • BS Degree in Engineering, Management or other Technical Degree preferred.

PHYSICAL REQUIREMENTS ESSENTIAL TO PERFORM THE FUNCTIONS OF THE JOB

  • May be required to lift up to 30 lbs. If object is over 30 lbs., you are required to have written permission from your supervisor prior to lifting or moving the object.
  • Frequent use of auditory, verbal and visual capabilities in order to adequately communicate via phone, computer and in person.
  • Frequent sitting for extended periods of time to carry out administrative functions.
  • Frequent concentration for extended periods of time, paying attention to detail to analyze information.
  • Frequent use of hands to operate the computer or office equipment.
  • Seldom exposed to outside elements when attending external business functions.
