EMSA Branding is Hiring a RMRS Specialist Near Tulsa, OK

Essential Functions of the Position

The following represents a summary of primary duties and areas of responsibility for this position. It is not intended to be all-inclusive and other duties/responsibilities may be assigned as warranted.

Coalition/Partnership Development:

  • Build and sustain relationships with coalition members and other key stakeholders.
  • Serve as a resource to HCC partners through the development of partner focused activities, guidance, and technical assistance that align logistics planning and response operations with established coalition benchmarks and needs.
  • Develop presentations and external communications that support awareness and understanding of the regional assets cached in 6/8 and 7.

Planning and Project Management:

  • Develop planning tools that align with the Health Care Preparedness and Response Capability 2 Health Care and Medical Readiness.
  • Work with the HCC to coordinate response strategies, track its members’ resource availability and needs, and clearly communicate this information to the RMRS Director and/or other stakeholders as deemed necessary.
  • Collaborate with health care organization members and other stakeholders to develop joint understanding and strategies to address supply chain vulnerabilities.
  • Conduct physical inventory of Region 6/8 & 7 RMRS cache assets on a scheduled basis or as requested/needed.
  • Develop and implement an RMRS inventory control system that includes purchase, receipt, and assembly data as well as manage storage requirements, identify when items are undergoing maintenance, and track deployment status.
  • Maintain accurate and readily available records on all aspects of inventory control.
  • Provide requested/required inventory reports for both internal and external consumption.
  • Coordinate with Oklahoma State Department of Health’s Strategic National Stockpile (SNS) Logistician and understand the SNS distribution plan for our jurisdictions.
  • Deploy and retrieve cache equipment and supplies as needed to meet the needs of the medical system.
  • Maintain status of all RMRS vehicle and trailer assets purchased through grant and award programs.
  • Other duties as assigned.

Training and Exercise

  • Engage in development, training, and exercising of distribution plans for the CHEMPACK and Cities Readiness Initiative (CRI) programs, as well as local and state-based plans that maintain treatment and prophylaxis caches.
  • Develop and implement a training program that encompasses operation, safety, and maintenance of deployable items from the RMRS inventories.

Administrative Functions

  • Support workplan deliverables on the required timetable.
  • Maintain appropriate documentation to include completing quarterly reports, individual personnel accountability reports, etc.
  • Document training activities and exercise participation to ensure administrative and meeting management functions are completed (i.e., sign in sheets, meeting minutes, etc.)

Qualification Requirements:

  • Bachelor’s degree or higher in Healthcare, Public Health, Public Administration, Emergency Management, or a closely related field strong preferred.
    • Associate degree or 60 credit hours towards a degree in, Public Health, Public Administration, Emergency Management, Information Technology, or a closely related field with considerable experience will also be considered.
  • Two years’ experience in healthcare safety, emergency management, public health, or a public safety field.
  • Experience in logistic support aspects with preference given to health care specifics.
  • Experience drafting training plans and exercises which coincide with developed emergency operation and logistics response plans.
  • Operational knowledge of NIMS, ICS, and HSEEP, and completion of ICS 100, 200, 300, 400, 700 and 800.
  • Valid and unencumbered Oklahoma State drivers license and ability to be insured by employer.
  • Ability to obtain forklift operators certification within six months of hire date.
  • Knowledgeable in the use of Operative IQ equipment tracking software preferred but not required.

Physical Demands:

Frequent lifting and/or moving up to 50 pounds with occasional standing, walking, bending, and stooping being secondary to main elements of this position. Vision and hearing normal or correctable within normal limits. Must be able to drive vehicles, hookup and tow trailers and operate forklifts and other logistical support equipment.

Work Environment:

This position requires on call flexibility 24/7/365. Routine work is performed in a business office as well as a warehouse environment, both of which are subject to normal working conditions. Logistics coordination and movement of equipment in and out of warehouse are required. Occasionally, working in a high stress and active operations center will be required. It may also involve responding to situations at any time of day or night. Prolonged periods of 12-hour days and night shifts may occur during response operations. Scene coordination may be required, and team member could be exposed to wet and/or humid conditions, extreme cold and extreme heat.

Comments:

This position is a grant-funded position and is dependent on continued federal funding. Position duties and responsibilities may be modified to align with grand funding guidance and award requirements. Team members are expected to uphold the Mission and Vision of the organization and operate with professionalism and integrity.
