JOB SUMMARY: H111
Reports to the Communication Center Supervisor (CCS). Performs as the working shift leader over assigned Water Treatment Plant Operators (WTPO) and Communications Coordinators (CC). The Senior Water Systems Operator (SWSO) is responsible for using the Supervisory Control and Data Acquisition (SCADA) to monitor and control the operation of the ECUA's water facilities, which includes wells, treatment facilities, pump stations, pressure booster stations, automated valves, storage tanks and transmission/distribution system to maintain the operation within established parameters. Supervision is exercised over lower-level operators. 
ESSENTIAL FUNCTIONS:
24 HOURS A DAY DUTIES
ECUA's SCADA system is operated by 24 hours a day, 365 days a year. The SWSO is responsible for operating the Water SCADA system. SWSO reviews the information received for unscheduled water outages, Precautionary Boil Water (PBW) Notices, Best Management Practices (BMP) and takes appropriate action.
Uses the SCADA system to monitor and operate the ECUA water system. Documents and responds to water facility alarms and malfunctions and dispatches proper maintenance personnel providing pertinent information. Assists the Communication Center Supervisor (CCS) and Water and SCADA Operations Manager (WSOM) in preparation of regulatory documents and reports. Compiles data for staff utilized for planning and operational needs. 
Operates and monitors the water production SCADA system, analyzes all data received to detect any anomaly, notifies and directs maintenance personnel providing preliminary diagnoses based upon the information provided by the SCADA system.
Operates the SCADA system to monitor and control the operation of pumps, filters, motors, various gauges, meters, and indicators. Analyzes data received, detects any anomaly, and directs action to maintain tank levels, flow rates, and system pressures.
Interprets criticality of emergency situations, makes decisions with limited supervision and communicates directly with the first responders, supervisors and emergency personnel; evaluates and makes decisions to determine further action, prioritizes problems according to severity.
Uses computer programs and software (Microsoft Word, Excel and Adobe Pro) to track, analyze and report data.
Responds to audible alarms and directs proper action. Receives "trouble" calls from customers and dispatches maintenance personnel. Generates work orders using computer terminal. Relays information and provides direction to field maintenance crews, operators, and Communication Center Coordinators.
Maintains and adheres to established policies and procedures in all activities especially when preparing reports for submission to government authorities (operating logs, records and files). Reviews and tracks data to identify trends and results of concern. Immediately takes proper action, such as proper notification of any result or trend requiring action. Confirms that data is in compliance with all applicable codes, laws, rules regulations.
Reviews, understands and adheres to rules, regulations and guidelines of the Occupational Safety and Health Administration (OSHA), department Standard Operating Procedures (SOP), and ECUA's Human Resources Manual. Performs routine maintenance on and safety checks of assigned equipment.
All other duties as assigned.
High school diploma or equivalent. (Educational documentation will be requested upon offer of employment.)
Minimum of five years of experience in the operation and maintenance of water production and distribution equipment and machinery.
The Senior Water Systems Operator is required to work rotating shift work in a combination of 8 and 12 hour rotating shifts.
Basic experience with Microsoft WORD & EXCEL and Adobe PRO is desirable.
Licenses and Certifications:
Possession of a valid Driver License.
Possession of a Class "A" Water Treatment Plant Operator License as issued by the Florida Department of Environmental Protection; OR possession of a Class B Water Treatment Plant Operator License with the ability to get the Class A Water Treatment Plant Operator License within 3 years.
Employment offers to all new hires are contingent upon the job candidates successfully passing background, motor vehicle and reference checks, drug screening, and post job offer physicals (that may include pulmonary testing). All applicants are subject to physical assessments as required by job.
While performing the essential functions of this job, the employee is required to work rotating 12-hour shifts in a relatively confining office work area with a large bank of security and computer system monitoring equipment. 
The incumbent's working conditions are typically moderately quiet, but can change significantly when responding to a critical, emergency situation requiring immediate action.
While performing the essential functions of this job the employee is regularly required to use hands to handle, or feel, reach with hands and arms, read printed materials and a computer screen, and communicate in person, over the telephone, or via radio.
As a disaster team member, the employee is required to be available to work before, during, and after disaster as directed.
