Senior FOIA Analyst

Washington, DC

This is an Onsite-Hybrid Position

EM Key Solutions is seeking a Sr FOIA Analyst to work with our partners in the VA central office in Washington, DC.

Duties/Responsibilities:

  • In-depth knowledge of all nine (9) FOIA exemptions and how to apply them.
  • Ability to provide concrete examples of each exemption, what it is, and instances where it would be applied.
  • Ability to review the work of junior personnel to ensure:
    • Responsive records address the request adequately.
    • Confirm that the search criteria used are reasonable and adequate.
    • Verify proper application of redactions.
    • Check the clarity, conciseness, and grammatical correctness of all correspondence.
    • Apply guidance from the DOJ guide to FOIA, particularly as it applies to FOIA exemptions and in-depth.
    • Identify processing discrepancies made by subordinate personnel and explain to them why the actions/response did not meet the requirements of the FOIA.
  • Analyze records received and determine if outside equity or additional internal coordination is required before the release of the documents based on the content.
  • Ability to find and analyze FOIA exemption 3 statutes, apply them, and determine if they apply when an SME cites them.
  • Knowledge of the requirements for posting documents to the agency reading room.
  • Knowledge of significant FOIA legislation; Ability to read and interpret FOIA legislation and apply it to specific cases.
  • Ability to apply the foreseeable harm analysis, clearly explain it to requesters, and determine when disclosure is appropriate.
  • Know how to analyze search criteria to determine if a reasonable search was conducted.
  • Able to conduct the balancing test between privacy and public interest and determine when release is appropriate.
  • Knowledgeable of the reports function in the FOIA database and the ability to run reports to analyze performance.
  • Ability to develop a response letter to clearly address all issues and modify existing templates to fit a particular case.
  • Provide a comprehensive review as indicated by consistently providing a complete package ready for release to the review team.

Required Qualifications:

  • 10 years of direct FOIA experience
  • Experience in managing a team of FOIA analysts
  • A strong foundation in FOIA processes
  • Excellent communication skills
  • Strong skillset with MS Office
  • Able to manage all aspects of FOIA requests.

Clearance:

A Moderate Risk Public Trust or equivalent clearance is desired. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
