Rate of Pay :

This position is a grade 14 with a minimum of $53,850 and a maximum of $71,800. Salary offer will be commensurate with the education / experience, in alignment with the College's compensation philosophy, and the current CBA, if applicable.

Job Summary :

An employee in this classification performs work of moderate difficulty by leading international student recruitment efforts for Elgin Community College by recruiting, maintaining, and developing relationships with international student recruitment agents, international partners, potential students and their families, and formulating and executing strategic recruitment plans to meet the college's enrollment goals.

This position also provides timely responses to international student inquiries and guides prospective students through the enrollment cycle.

The position also serves as a Designated School Official (DSO) for international students as mandated by the Homeland Security Act of 2002 for the enrollment and tracking of international students, manages Student Exchange Visitor Information System (SEVIS), maintains compliance reporting, responsible for remaining current on SEVIS requirements and federal and state regulations affecting F-1 students.

This position is responsible for issuing I-20s for students who have completed the ECC international student admissions process.

Work is distinguished by maintaining an international recruitment strategy to recruit and enroll qualified students to the College.

Direction is received by the assigned manager.

Required Knowledge, Skills & Abilities :

Bachelor's degree (BA / BS) from four-year college or university; or one to two years related experience and / or training;

or equivalent combination of education and experience.

  • A minimum of one-year experience in higher education, preferably in international education or international student recruitment in higher education.
  • Good knowledge of the international student recruitment cycle, from inquiry to enrollment and registration.
  • Ability to understand, implement, and remain current on F-1 and J-1 federal visa regulations Knowledge and understanding of managing and orienting / training international recruitment consultants, building relationships with international partners, and the international admissions process.
  • Good knowledge of cross-cultural communications, international student transition issues, and second language challenges.
  • Good knowledge of best practices in new student recruitment, with special focus on recruitment of international students.
  • Good knowledge of educational requirements and paths for various careers.
  • Good knowledge of post-secondary options and how they prepare students differently.
  • Good knowledge of 2 2 agreements and communicating such programs to international students.
  • Working skill in data collection and analysis.

  • Good knowledge of F-1 international student admissions process and visa regulations as outlined by the Department of Homeland Security

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Desired Knowledge, Skills & Abilities :

  • Working knowledge of ECC's credit (transfer, career-technical, ESL and GED / ABE) and non-credit programs and / or offerings and how these programs prepare students for transfer and / or employment.
  • Working knowledge of ECC's student services - what is available and how students can access them.

Essential Duties :

  • Coordinate multi-faceted international student recruitment plan, in consultation with the Principal Designated School Official (PDSO) (Director of International Education and Programs), to meet specific enrollment targets.
  • Recruits, initiates contact, and establishes relationships with potential new international student recruitment agents who meet the criteria as outlined in the International Recruitment Consultants Evaluation Procedure, international high schools and universities, and international recruitment providers to increase international student enrollment to meet enrollment and recruitment targets.
  • Screens potential new international student recruitment agents; secures reference checks for all new agents, and ensures a good match between the college and the agent.
  • Coordinates International Student Recruitment Agreement for potential and current agents and collects documents as required.
  • Working with the PDSO, process International Student Recruitment Agreement to be fully executed through the ECC Paralegal Office.
  • Make recommendations for modifications as needed to the International Student Recruitment Agreement during the annual review.
  • Create certificate of recognition, fully executed contract, and intro email with marketing materials to newly signed agent.
  • Maintain up to date recruitment marketing materials.
  • Orient, mentor and liaise with agents and international partners regarding ECC international admission requirements, processes, programs, and activities, answer questions from agents and ensure ongoing positive partner relations to increase international student enrollment.
  • Respond quickly and accurately to all inquiries from international partners or prospective partners, promoting ECC to meet target goals.
  • Recruit international students by answering student inquiries and assisting students through the enrollment cycle, maintaining compliance with F-1 and J-1 federal visa regulations as outlined by 8 CFR 214.2(f).
  • Follow-up with prospective students by email, phone, or in-person to ensure completion of the enrollment process, up to and including successful matriculation and registration in ECC classes.

Collaborate with others in the department to ensure students successfully complete the enrollment and registration process at ECC.

Interface with Department of State, Department of Homeland Security, U.S. embassy officials / officers, and USCIS officials as needed to assist students in securing visas and answering questions about required documents (e.

g. Nonimmigrant Visa Application, Form DS-160; currency conversions for financial statements from non-US banks).

Collect and review documents from potential new students in accordance with international admissions guidelines, 8 CFR 214.

Assist with new student orientation and onboarding activities for international students. Work collaboratively with colleagues to ensure admission documents are received in an efficient and timely manner.

Enter applications and supporting documents into college systems.

Serve as a Designated School Official (DSO) for international student population to ensure compliance with federal regulations;

ensure that international student information materials are in compliance with SEVIS and ECC administrative procedures. Review student files, issue I-20's, and advise initial F-1 international students through point of first-semester registration and enrollment.

Maintain the integrity and completeness of international student records, assuring compliance with SEVP guidelines and the College's Administrative Procedures.

  • Review international transcripts for high school equivalency according to institutional standards
  • Collaborate with PDSO to develop service and learning outcomes for recruitment activities. Analyze recruitment initiatives, results, and modify practices to promote effective and efficient use of college resources.
  • Analyze and interpret International Education and Programs department data from multiple sources. Create spreadsheets and reports as needed.
  • Collaborate with other campus units to develop and implement cultural immersion programs for bringing international students to campus in summer, winter, etc.
